Overview Position title: Manager, Enterprise Projects at Justice Institute of British Columbia (JIBC). Bring your leadership and project management expertise to a pivotal role that supports the success of enterprise-wide initiatives at JIBC. As Manager, Enterprise Projects, you will play a key role in the Technology Services division by providing operational leadership of the Enteprise Project team. Reporting to the Associate Director, Enterprise Systems, you will ensure that projects are delivered with discipline and consistency, driving innovation and supporting institutional priorities through effective execution. From project intake through completion, you will oversee delivery to ensure outcomes are achieved on time, on budget, and in alignment with established governance and quality standards. In this role, you will manage the Enterprise Projects team and champion best practices in project and change management. You will oversee the project management system as well as project scope, budgets, and benefits realization while fostering a culture of accountability, collaboration, and service excellence. With a strong focus on execution, you will monitor key performance indicators, manage risks and resources, and ensure that project outcomes deliver meaningful value to the JIBC community. As a trusted cross-departmental partner, you will build strong working relationships across the institution, engaging with sponsors, business leads, and technical experts to support smooth transitions and sustainable solutions. You will lead and develop a talented team by providing coaching, mentorship, and opportunities for growth, while creating a positive, innovative, and inclusive work environment. Qualifications & Requirements Education and Certifications: Bachelor’s degree in Computer Science or Business Administration and a designation of PMP, PRINCE and/or certificate/diploma in project management. Experience: Minimum of 8 years’ project management experience progressively managing large and complex projects, preferably within a unionized environment. Demonstrated experience in leading business transformation projects with significant change management experience and/or certifications (e.g. PMP, PROSCI). Experience in the post-secondary education system is considered an asset Or an equivalent combination of education, training and experience. Other Knowledge, Skills, And Abilities: Models respectful and inclusive workplace behaviors, and demonstrates a commitment to meaningful outcomes in diversity, equity, and Indigenization Demonstrated recent experience in project and portfolio management, business analysis and process improvement methodologies. Demonstrated experience assembling and managing $100,000+ program budgets. Demonstrated experience developing program and project documentation, processes and structures that help to ensure transparency and awareness with respect to project roles and responsibilities, decisions and escalation. Advanced people management and coaching skills. Proven ability to motivate and engage teams, while driving performance outcomes Effective delegation and ability to drive accountability Advanced interpersonal and communication skills with ability to establish and maintain a wide variety of partner relationships at all levels and the ability to distill complicated technical constraints into business language and business acumen to moderate level of detail based on the audience. Advanced leadership, decision-making, problem solving and conflict resolution skills with ability to negotiate and work with vendors, consultants and third-party professional service providers. Experience in establishing metrics and KPIs for measuring project success and benefits. Strong experience in managing COTS (commercial off the shelf) implementations, cloud services, software development and innovation projects that supports the organization’s digital or business transformation goals. Experience as an Agile coach is an asset. Experience working with business and enterprise architectural frameworks is an asset. What JIBC Offers We offer a total compensation package that includes a benefit plan, which includes Extended Health and Dental Benefits after three months, and enrollment in the College Pension Plan upon hire. In addition, we offer 20 vacation days and 10 Personal Days annually (pro-rated in first year), as well as generous other leave entitlements. Salary $104,425 to $122,850 annually – Fair Comparison Faculty Equivalent Compensation Salary Grid 11 The Compensation Range shown reflects JIBC's range for the role: between 85% and 100% of the sector range control point. In the normal course, employees will be hired, transferred or promoted between 85% - 94% of the control point, based on the knowledge, qualifications and experience for the role, with exceptions in the 95% - 100% range.
