About Us
The Office of the Child and Youth Advocate (OCYA) is an Office of the Legislature. Our Office provides advocacy for children and youth receiving or seeking to receive services under the Child, Youth and Family Enhancement Act and the Protection of Sexually Exploited Children Act, and youth involved with the youth justice system. The OCYA is also responsible for providing legal representation for young people in matters related to the Child, Youth and Family Enhancement Act and the Protection of Sexually Exploited Children Act. The OCYA conducts investigations and reports on issues arising from the serious injury to or death of a young person. The OCYA engages stakeholders in understanding the importance of respecting young people’s individual and collective rights, interests, and viewpoints, as well as delivers public education.
The impact of colonialism continues to adversely affect Indigenous young people, their families, and their communities. Intergenerational trauma, systemic racism, and the legacy of residential schools are experienced by many Indigenous young people, who continue to be overrepresented in the child intervention system. The Quality Assurance and Research team works closely with all areas of the OCYA. In this role your work will support individual services to young people, public reporting on issues affecting young people and the development and evaluation of recommendations we make to government systems.
Your work will focus on young people involved with child intervention and youth justice. Your work will be diverse and will include:
- Gathering information from current peer reviewed research, best practices, policies and environmental scans.
- Using information from internal information systems and publicly available statistics to report on trends and service numbers.
- Assess and analyze information related to the implementation of OCYA recommendations.
- Lead and participate in projects that contribute to meeting the mandate of the OCYA.
Your day-to-day work will be varied and involve the use of descriptive statistics, policy reviews, accessing research articles on specific topics, and providing information that is clear, concise, and easily understood. You will have daily involvement with other teams across the office, as you will be part of working groups and committees while also responding to their requests for research and information.
QualificationsA university degree in social sciences, or a related field combined with a minimum of 4 years related experience involving working with child welfare and/or youth justice, working with information and research about vulnerable populations and/or strong understanding of use and analysis of person-centered data. Must have experience working with MS Excel and Word.
Related experience working within child welfare or youth justice is preferred. Knowledge and experience with Indigenous cultural practices and communities would be an asset. Equivalent combinations of education and experience may be considered.

The critical competencies for success in this role are:
- Develop Networks: In maintaining OCYA’s relationships with various stakeholders, you will demonstrate strong interpersonal skills by serving as a point of contact for administration and coordination.
- Systems Thinking: You will review and analyze records and information and provide support to the various OCYA teams including identifying systemic issues and trends. You will help ensure that reviews take into consideration a variety of factors such as systemic issues, previous investigative reviews, and reviews completed by other provincial advocates.
- Creative Problem Solving: You will track and monitor the status of projects and files and identify opportunities for enhancing or improving processes. You will recommend new approaches for engaging expert resources, conducting interviews and compiling reports.
