Edmonton, Canada Government of Alberta Full time

Job Requisition ID: 61392
Scope: Open Competition
Closing Date: August 14, 2024

Job Information

Job Title: Senior Quality Assurance and Research Analyst
Classification: Program Services 4E
Ministry: Office of the Child & Youth Advocate
Location: Edmonton
Employment Type: Temporary ending February 11, 2026
Full or Part-time: Full-time
Hours of Work: 36.25 hours per week

Salary: $2,840.12 to $3,712.30 bi-weekly

About Us

The Office of the Child and Youth Advocate (OCYA) is an Office of the Legislature. Our Office provides advocacy for children and youth receiving or seeking to receive services under the Child, Youth and Family Enhancement Act and the Protection of Sexually Exploited Children Act, and youth involved with the youth justice system. The OCYA is also responsible for providing legal representation for young people in matters related to the Child, Youth and Family Enhancement Act and the Protection of Sexually Exploited Children Act. The OCYA conducts investigations and reports on issues arising from the serious injury to or death of a young person. The OCYA engages stakeholders in understanding the importance of respecting young people’s individual and collective rights, interests, and viewpoints, as well as delivers public education.

The impact of colonialism continues to adversely affect Indigenous young people, their families, and their communities. Intergenerational trauma, systemic racism, and the legacy of residential schools are experienced by many Indigenous young people, who continue to be overrepresented in the child intervention system. The OCYA is deeply committed to reconciliation, and a diverse and inclusive public service that reflects the population we serve to best meet the needs of Albertans. We are committed to a workplace that welcomes, respects and values the diversity of our employees. We also support them to be actively engaged in the workplace and the work we do to meet the needs of Alberta's young people.

To learn more about the Office of the Child and Youth Advocate go to our website at: www.ocya.alberta.ca.

Do you want to be part of an organization that is young person centred? Do you thrive in an environment where your work is varied and diverse? Are you collaborative and analytical? Do you have knowledge and experience with the youth justice and/or the child intervention system?

The Quality Assurance and Research team works closely with all areas of the OCYA. In this role your work will support individual services to young people, public reporting on issues affecting young people and the development and evaluation of recommendations we make to government systems.

Your work will focus on young people involved with child intervention and youth justice. Your work will be diverse and will include:

  1. Gathering information from current peer reviewed research, best practices, policies and environmental scans.
  2. Using information from internal information systems and publicly available statistics to report on trends and service numbers.
  3. Assess and analyze information related to the implementation of OCYA recommendations.
  4. Lead and participate in projects that contribute to meeting the mandate of the OCYA.

Your day-to-day work will be varied and involve the use of descriptive statistics, policy reviews, accessing research articles on specific topics, and providing information that is clear, concise, and easily understood. You will have daily involvement with other teams across the office, as you will be part of working groups and committees while also responding to their requests for research and information.

Qualifications

A university degree in social sciences, or a related field combined with a minimum of 4 years related experience involving working with child welfare and/or youth justice, working with information and research about vulnerable populations and/or strong understanding of use and analysis of person-centered data. Must have experience working with MS Excel and Word.

Related experience working within child welfare or youth justice is preferred. Knowledge and experience with Indigenous cultural practices and communities would be an asset. Equivalent combinations of education and experience may be considered.

Competencies are behaviours that are essential to reach the APS goals in serving Albertans. We encourage you to have an in depth understanding of the competencies that are required for this opportunity and to be prepared to demonstrate them during the recruitment process. Familiarize yourself with the Alberta Public Service Competency Model.

The critical competencies for success in this role are:

  1. Develop Networks: In maintaining OCYA’s relationships with various stakeholders, you will demonstrate strong interpersonal skills by serving as a point of contact for administration and coordination.
  2. Systems Thinking: You will review and analyze records and information and provide support to the various OCYA teams including identifying systemic issues and trends. You will help ensure that reviews take into consideration a variety of factors such as systemic issues, previous investigative reviews, and reviews completed by other provincial advocates.
  3. Creative Problem Solving: You will track and monitor the status of projects and files and identify opportunities for enhancing or improving processes. You will recommend new approaches for engaging expert resources, conducting interviews and compiling reports.

Notes

To move forward in our recruitment process, you must submit your resume along with a cover letter which identifies how you meet the education and experience qualifications and demonstrates your ability to meet the above noted competencies. Only applicants that include a cover letter will be considered.

Given the overrepresentation of Indigenous young people in the child intervention and youth justice systems, preference will be given to individuals who self-identify and are known to others as Indigenous or who have had extensive experience working with Indigenous peoples and communities.

Final candidates will be required to undergo security screening. This position is excluded from the Alberta Union of Provincial Employees (AUPE).

Existing employees should access the Career tile in 1GX to submit their application in order to be recognized as an internal applicant.

Candidates are required to apply online. If you are unable to apply online, or to obtain a copy of the full job description, please contact Sandy Simpson at sandy.simpson@ocya.alberta.ca.

It is recommended applicants who have completed post-secondary studies from outside of Canada obtain an evaluation of their credentials from the International Qualifications Assessment Service (IQAS) or from a recognized Canadian Credential Evaluator; please visit the Alliance of Credential Evaluation Services of Canada for more information.

Only applicants that include a cover letter will be considered.

Closing Statement
This competition may be used to fill future vacancies, across the Office of the Child and Youth Advocate, at the same or lower classification level.
We thank all applicants for their interest. All applications will be reviewed to determine which candidates' qualifications most closely match the advertised requirements. Only individuals selected for interviews will be contacted.
If you require any further information on this job posting or require an accommodation during the recruitment process, please contact Mike DiMaio, Director, Human Resources at mike.dimaio@ocya.alberta.ca.
