Water Plant Shift Leader

Under direct supervision, is responsible for the safe and proper operation of a variety of water distribution plant equipment including pumps, booster pumps, chlorine treatment and monitoring, valves, storage tanks, water treatment systems, checking operating equipment, taking required readings, and performing work of a lower or higher classification as directed.


Receives instructions regarding changes in distribution schedules. Proceeds upon own responsibility following well-established routines in the performance of regular assigned duties; reports abnormal conditions, faulty equipment, or accidents to supervisor for action. Completed work is reviewed on the basis of results obtained and reports submitted.


During an emergency when the Operations Supervisor may not be available, the Water Plant Operator Shift Leader must be capable of determining and taking corrective action necessary to maintain the distribution capability of the plant or to secure the unit quickly and safely, or control the distribution system by valve adjustments in the distribution system.


Because the Authority has a primary responsibility to serve the public 24 hours per day, an employee in this class is expected to work overtime as conditions demand and on short notice during emergency conditions.

Responsibilities:
  • Provides direction and instruction to water plant operators.
  • Assists the Operations Supervisor in maintaining files and records.
  • Inputs daily water system transactions into computer.
  • Reviews shift report from previous shift; provides shift reports to operations supervisor and briefs incoming shift leader personnel on status of operations. Explains written report more in detail.
  • Assumes accountability for vehicle use, data entered on computer, distribution schedule, log sheet, reporting abnormal conditions, proper chlorination, and equipment malfunctions.
  • Makes minor repairs to pumps, chlorine injectors, water quality monitoring devices, and other water distribution and treatment plant equipment.
  • Assists and directs water plant operators to improve performance and efficiency.
  • Paints and maintains general grounds for the purpose of maintaining the facility.
  • Observes changes in recording charts and marks them daily in shift report.
  • Maintains the 'Trouble Book' in which equipment abnormalities are recorded.
  • Makes minor changes in flow necessary to meet distribution objectives.
  • Receives and makes trouble call reports and conveys to emergency maintenance crew; reports all trouble calls to operations supervisor.
  • Inspects plant grounds; maintains safe working conditions during shift duty.
  • Performs all duties and responsibilities of a water plant operator.

Qualifications:
  • Working knowledge of the functions and operations of a variety of water treatment and distribution plant equipment such as pumps, chlorine injectors, valves, chart recorders, water quality monitoring equipment, water treatment systems, and storage tanks.
  • Working knowledge of emergency procedures applicable to pump failure, chlorine spills, leaks, pipe ruptures, and water distribution operations.
  • Knowledge of the functions and operations of equipment pertaining to potable water disinfection and distribution.
  • Knowledge of the hazards of the trade and precautions to be observed.
  • Ability to read and interpret measuring and testing devices connected with water distribution operations.
  • Ability to record and maintain accurate logs of readings and other records as necessary.
  • Ability to understand and follow oral and written instructions.
  • Ability to establish and maintain effective working relationships.
  • Skill in determining working condition of equipment, detecting and correcting malfunctions in operations, and in taking precaution against occupational hazards connected with water plant disinfection and distribution.

High school diploma including courses in the mechanical trades and/or electrical trades and four years of experience in water distribution plant operations as a water plant operator.
