Job Summary:

The Office of Research Services is a critical unit within the University. Flexibility, open-mindedness, and a team approach are necessary to accomplish the goal of establishing an innovative, interconnected, technologically enabled, efficient and effective research facilitation and management service.

The Research Ethics Officer is responsible for providing administrative support to the Ethics and Compliance Committees (Research Ethics Board and Animal Care Committee). The Research Ethics Board and Animal Care Committee are distinct and separate committees. The Research Ethics Officer shall work with the committees in facilitating, advising, and monitoring protocols in Human and Animal Ethics with the aim to protect human participants, animals, members of the institution and community at large. The position involves daily facilitation of the research review process with Researchers and Committee Chairs, in addition to focused training and education sessions with Ontario Tech's research community. The position requires an in-depth knowledge of national and international standards, ethical principles, regulatory requirements, and institutional policies. In addition to providing leadership and functional advice, the Research Ethics Officer works collaboratively with each of the committees and their respective Chairs, on the development of standard operating procedures and policy, in addition to ensuring that the ethics and compliance review processes proceeds in a consistent, effective, and efficient manner that is in alignment with respective policies and guidelines.

Nature of work:

The Research Ethics Officer is a member of the Office of Research Services (ORS) team within the Office of the Vice President Research and Innovation. The position reports to the Manager Research Ethics and provides dedicated ethics reviews support to the Research Ethics Board (REB) and Animal Care Committee (ACC).

Working in an open office environment during business working hours. Currently, work conditions are hybrid but subject to change. There is a requirement for on-campus presence for compliance monitoring visits and some travel between campus sites to attend meetings.

Responsibilities/accountabilities:

Administrative Committee Support and Research Application Review Process:
  • The Research Ethics Officer is responsible for providing administrative support to the Manager, Research Ethics through coordinating the day-to-day operations of the Research Ethics Board and Animal Care Committee.
  • The Research Ethics Officer will be responsible for assisting with the research ethics review process of applications involving human and animals. The review process involves the coordination of the required administrative aspects of proposal submission, review, revision and approval processes for the human and animal ethics committees.
Functional Advice:
  • The Research Ethics Officer will be a subject matter expert in human research ethics and animal care and use. They will provide functional advice to the committees to help facilitate informed decision making and alignment with policies, procedures, guidelines, and regulatory requirements.
  • The Research Ethics Officer will work to strengthen research capacity and foster relationships by working collaboratively with the Ontario Tech research community, partner institutions (i.e. Durham College, Lakeridge Health), external agencies, and other institutions, universities, colleges, hospitals etc.
  • The Research Ethics Officer will be required to interpret policies and guidelines and apply their interpretations to uniquely complex ethical and compliance related questions daily and clearly communicate rationale for their decisions or interpretations.
  • The Research Ethics Officer will be required to demonstrate an in-depth knowledge in the field human and animal ethics and in order to identify problems and recommend solutions to complex ethical issues.
Ongoing Compliance Monitoring:
  • The Research Ethics Officer will be responsible for maintaining and renewing all institutional certifications, such as the international (FWA), national regulatory agencies as well as conducting internal monitoring visits.
  • Responsible for preparation and coordination of internal/external monitoring visits, for example, Post Approval Monitoring (i.e. Animal Care Committee), Canadian Council on Animal Care (i.e. Good Animal Practice), Ontario Ministry of Agriculture and Rural Affairs (OMAFRA).
  • Responsible for working with the Manager, Research Ethics to prepare response letters related to REB or Animal Care to external agencies on behalf of the institution.
Education and Training:
  • The Research Ethics Officer provides training and education to the Animal Care Committee and Research Ethics Board, as well as, researchers, research personnel and the broader research community to ensure that they are following national and international standards, ethical principles, regulatory requirements, and institutional policies for the appropriate use of human and animals in research and teaching.
Records Management:
  • A key component of the position involves ensuring the accurate and complete documentation of the research file and the committees' activities (including meetings), actions and decisions.
  • The Research Ethics Officer will ensure that the REB and ACC files are accurate and up to date with respect to decisions rendered in accordance data retention requirements and regulatory standards.
Required Skills
  • Be knowledgeable with the most recent ethical standards as captured in the Tri-Council Policy statement and the federal and provincial animal care guidelines.
  • Effective communicator and liaison with researchers and administrative staff.
  • Previous experience with the research compliance process, requirements and/or a research environment in a university, government project, or agency is highly desirable.
  • Experience working with confidential and sensitive issues.
  • Basic knowledge of policies and the regulatory framework governing research in a university setting. Knowledge of research procedures, guidelines, and policies as well as of Canadian regulatory and policy requirements for conducting research.
  • Highly motivated and creative to meet the challenges within a complex University environment.
  • Ability to work under pressure and in a team environment.
  • Experience interpreting agency and regulatory guidelines and policies.
  • Strong customer service orientation and ability to establish and maintain a positive working relationship.
  • Ability to analyze significant amounts of information for comparison and contrast with specified requirements.
  • Ability to handle details with a high degree of accuracy and to organize and prioritize a high volume of work to meet deadlines.
  • Excellent interpersonal and communication skills and a demonstrated ability to exercise high level of tact and diplomacy in dealing with a wide variety of contacts.
  • Demonstrated computer skills (Word, Excel, Outlook, Internet). Experience with Process Pathways or other file management systems would be an asset.
Education
  • Completion of a four year undergraduate degree, with a masters preferred, in a research-related field (i.e. health sciences or social sciences with an understanding of the research process and ethical framework).
  • An equivalent combination of education and related experience may be considered.
  • Verification of Academic credentials may be required
Required Experience
  • Minimum 3 to 5 years of recent experience in human research ethics compliance is strongly preferred.
  • Prior experience with committee work or project coordination preferred.
  • Experience with the application of research ethics principles (e.g. the Tri-Council Policy Statement 2) or similar research compliance programs would be an asset.
  • Experience working with research study documentation (e.g. application forms, protocols/proposals, consent forms, data collection forms and research tools) would be an asset.
  • Experience in a university research environment and working with multiple stakeholders.
  • Experience with database management and data entry.
  • An equivalent combination of education and related experience may be considered.
