In accordance with the Vision, Purpose, and Values, and strategic direction of the Vancouver Island Health Authority (Island Health), patient safety is a priority and a responsibility shared by everyone at Island Health; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
The Executive Medical Director plays a critical role in effectively integrating major components of a complex and comprehensive health system. Reporting to the Vice-President, Medicine and Quality and Chief Medical Executive, and working in partnership with the Executive Director, the Executive Medical Director is jointly responsible for the overall leadership and direction for all clinical programs and services in the assigned macro geographic area. The Executive Medical Director ensures optimal patient care and outcomes within the vision, mission and values of Island Health, is responsible for effective and client-focused delivery of health and clinical services, and provides leadership and support to the program teams, to effectively address issues that cross program and portfolio lines. This will all occur within the context of a rapidly evolving healthcare environment.
The Executive Medical Director participates in physician resource planning, research and academic development, supports the activities of the Island Medical Program and works strategically to foster key relationships with external agencies and stakeholders, including the University of British Columbia, the University of Victoria, and the College of Physicians and Surgeons.
DUTIES AND RESPONSIBILITIES:
- Works in partnership with the Executive Director to ensure strategic and operational planning within clinical programs that maintains a patient/client focused approach.
- Ensures patient care activities are organized to ensure coordination, efficiency, cost-effectiveness, and quality patient care outcomes.
- Ensures that all health services meet or exceed standards established by Island Health and/or those of appropriate professional organizations for quality and performance.
- Manages the organization and effectiveness of local medical staff and supports the development and operations of the portfolio.
- Implements priority quality, satisfaction and system improvement initiatives, including utilization management systems.
- Implements assigned elements of the physician resource management plan to assure necessary and appropriate service continuity.
- Participates in establishing, monitoring and allocating financial targets.
- Works in collaboration with other Executive Medical Directors to ensure integration of services.
- Supports the development, acquisition and diffusion of knowledge within the organization.
- Monitors and is accountable for compliance with ethical and legal requirements, accreditation standards and Provincial and Federal legislation and regulations.
- Works in collaboration with the medical staff organization and the Health Authority Medical Advisory Committee on the development and promotion of medical standards, education and research.
- Identifies emerging issues that could influence the delivery of care within Island Health.
- Provides leadership to team members through mentoring, coaching and modeling key behaviours.
- Supports the Island Medical Program (IMP) and partners with representatives of the University of BC (UBC) and the University of Victoria (UVIC).
- Represents Island Health as a media spokesperson for specific portfolio issues.
- Provides formal and informal input to Committees of the Board as a member of the Senior Management Team.
- Participates in the activities of the Health Authority Medical Advisory Committee.
- Performs other related duties as assigned.

Minimum Requirements: Must be a Medical Doctor with current registration, or eligibility for, registration, with the BC College of Physicians and Surgeons and ten (10) years experience as a staff physician, preferably within Island Health.
Skills And Abilities:
- A record of effective medical leadership is required as well as experience in a senior medical administrative position.
- Demonstrated leadership skills.
- Excellent communication skills, both verbal and written.
- Ability to adapt readily to rapid and changing environment and respond with initiative.
- Ability to interact professionally with various levels of personnel, both internally and externally.
- Demonstrated clinical competence.
- In-depth understanding of Health services and operations.
- Competencies as described in the LEADS Capabilities Framework.
