Core Functions:

The Human Resources Specialist (EEPF) is responsible for developing and implementing effective strategies, supporting outreach, EEPF cohorts, and employment activities to meet the staffing needs of the Eeyou Eenou Police Force. Additionally, the incumbent will assist in developing and promoting wellness and Employee Assistance Programs.

Functional Responsibilities:

  1. Create effective strategies internally to enhance employee engagement, outreach, and wellness programs.
  2. Assist with the outreach employment and retention strategy to assist in increasing EEPF staffing needs and employee retention.
  3. Participate in outreach activities and represent the EEPF during these activities both in-person and virtually online.
  4. Identify potential programs specifically for youth that are designed to expose them to law enforcement and the career opportunities available.
  5. Lead the EEPF Policing Cohorts.

EEP Policing Cohorts Responsibilities:

  1. In collaboration with the Communication and Prevention Advisor and Officers, promote the policing cohorts' program through various channels, including social media and community events.
  2. Serve as the primary point of contact for candidate inquiries and admission processes.
  3. Communicate with applicants regarding receipt of their documents, the status of their application, and advise them of missing documents.
  4. Maintain up-to-date records of candidate information.
  5. Coordinate with internal teams and external partners to ensure seamless program implementation which includes the selection camp.
  6. Ensure compliance with all relevant policies and regulations for the policing program.
  7. Prepare summary reports regarding the policing cohorts, outreach activities, enrollment, retention, and graduation success of students in the policing program, and provide them to the Manager of Human Resources.

Wellness Program Responsibilities:

  1. Collaborate with Senior Officers to research and develop Employee Assistance Program (EAP) initiatives tailored to the needs of officers.
  2. Assist in implementing EAP initiatives, ensuring they effectively support the mental health and well-being of officers.
  3. Collect and analyze service usage data, then provide recommendations for improvement.

Interaction/Communication Responsibilities:

  1. Collaborate and assist the Communications and Prevention Advisor with developing and maintaining webpages, social media, and other materials related to outreach activities and wellness programs.
  2. Produce memos for all staff distribution (HR-EEPF updates, important news, initiatives, etc.).
  3. Prepare, input, edit, and proofread correspondence, presentations, brochures, publications, reports, and other human resources-related material.
  4. Foster working relationships with the Cree School Board and post-secondary institutions.
  5. Participate in EEPF recruitment functions, including but not limited to job and career fairs (École Nationale de Police, Cree School Board, Apatisiiwin Skills Development, etc.).

Administrative Responsibilities:

  1. Compile reports by entering data in the human resources spreadsheet databases.
  2. Prepare reports as required by the role, including the HR-EEPF annual report.
  3. Order promotional items for career fairs for EEPF.

Other Responsibilities:

  1. Maintain up-to-date knowledge and skills in areas of responsibility.
  2. Perform other duties as required.

Qualifications:

Education: University Certificate in Administration, Human Resources, Communications, or a related field.

Experience: Three to five years of relevant work experience.

Language: Fluency in English. Fluency in verbal Cree and French.

Knowledge and Abilities:

  1. Customer-focused and service-oriented.
  2. Proven ability to communicate effectively.
  3. Proven ability to be discreet and maintain confidentiality.
  4. Demonstrated attention to detail and accuracy.
  5. Proven organizational skills.
  6. Strong judgment and proven ability to problem-solve.
  7. Demonstrated ability to work under pressure and to adapt to a changing environment.

Additional Requirements:

Typical office setting where there are no unusual physical demands. Willingness to travel regularly.

The Cree Nation Government may, at its discretion, waive any or all of the aforementioned requirements if a suitable candidate who is a JBNQA beneficiary accepts to follow a training plan determined by the Cree Nation Government as a condition of employment.
