Primary functionThe Director, Client and Legal Services will be responsible for supporting the Vice President and the Directors General in the development, delivery and oversight of legal aid service delivery and panel management initiatives within the Regions, including with respect to District Offices, certificates, duty counsel and staff law offices. The successful candidate will be a member of the Vice President’s Divisional management team, and as a member of that team will have responsibility for designing, implementing and monitoring divisional, departmental and regional business and operational plans and budgets. Additionally, the Director will support the Vice President at the senior executive level and with external stakeholders in a variety of capacities, including attendance and participation at meetings and the presentation of information and analysis to support organizational imperatives.
Key accountabilities- Provide leadership, vision and support in the development and delivery of legal aid services and panel management in the Regions (District Offices, duty counsel and staff offices) including the alignment of services with division, departmental and regional operational plans and established priorities and goals.
- Understanding of strategic and business processes pertaining to legal aid service delivery and panel management policies, with the goals of consistency, cost-effectiveness and efficiency.
- Develop, implement, evaluate and optimize analytical processes and business procedures to improve measurement and reporting of organizational, divisional, departmental and regional operations.
- Provide leadership and support, on behalf of the Vice President, to the Regions on human resource and labour relations matters, to ensure effective hiring, staff development and performance management.
- Engage in external stakeholder outreach, communications and relations in support of the Directors General, on behalf of the Vice President.
- Identify and analyze complex issues and problems in management, legal aid service delivery, panel management and human resources and labour relations, and recommend and implement appropriate and innovative solutions.
- Liaise with senior executives on behalf of the Vice President, including participation on various senior executive committees.
- Liaise with other LAO departments, including Central Operations and SPA, to ensure alignment and integration of organizational, divisional and regional operations and initiatives.
- Prepare reports and other materials for a range of organizational meetings, including various senior executive committees, committees of the Board, and meetings of the Board of Directors.
- Proven experience with progressively responsible duties in a management role, including directing, developing and motivating staff.
- Superior knowledge of the broad range of legal aid services and panel management issues, including the particular challenges of service delivery and oversight in the regional context.
- Strong people management and leadership skills, including the ability to take a leadership role in the direction and management of projects.
- Solid understanding of the justice sector and the needs of low-income Ontarians.
- Excellent analytical, strategic, problem solving and conflict resolution skills.
- Proven ability to understand and interpret statistical and performance measurement data.
- Ability to plan, organize and monitor work effectively to ensure standards of performance.
- Ability to and Experience in leading or managing change.
- Excellent communication (verbal and written) and interpersonal skills.
- Membership in good standing in the Law Society of Ontario.
- Must have intermediate knowledge of the following Microsoft programs.
- French language skills would be an asset.
- Travel within Ontario is required.
