The Ministry of the Solicitor General, Facilities and Capital Planning Branch is offering a great opportunity for individuals with experience in Indigenous consultations and engagement to work on government initiatives and build strong relations and partnerships.

As a Senior Project Consultant, you will support the Ministry's duty to consult obligations and project engagements as it relates to Infrastructure development. You will be responsible for developing and directing an overall strategic program, reflective of a commitment to reconciliation, focused on opportunities for the Ministry of the Solicitor General to engage with Indigenous communities across Ontario. You will develop and lead relationship-building strategies that result in meaningful relationships and ongoing engagement with Indigenous communities to support major capital projects. You will have the courage to challenge and inspire the Ministry to meet its responsibilities and commitments, enhancing relationships with Indigenous peoples while ensuring that Ministry's Indigenous engagement efforts meet or exceed regulatory requirements.

Success in this role requires the ability to provide leadership, policy development, build meaningful relationships with Indigenous organizations across Ontario, adapt quickly and respond to changing environments and creatively finding solutions to complex issues.

NOTE: These positions will require occasional travel for site visits.

What can I expect to do in this role?
  • Provide leadership and policy development as it relates to Duty to Consult (DTC) and Indigenous engagements for major capital projects.
  • Lead policy assessments and liaise with Legal Services to determine DTC triggers.
  • Draft letters to Indigenous communities for DTC or project notifications.
  • Liaise with Infrastructure Ontario to monitor progress of consultations and engagements.
  • Lead the development of capacity agreements or transfer payment agreements with Indigenous communities.
  • Provide guidance and support on cultural context and protocols for the Ministry, leveraging previous knowledge on Indigenous relations.
  • Develop engagement strategies for Indigenous engagement on major infrastructure projects.
  • Develop an Indigenous procurement and benefits plan for infrastructure projects.
  • Liaise with legal services to confirm whether consultation obligations have been met and develop guidelines for closing out the DTC process.
  • Act as liaison with ministry senior management, and primary ministry contact with Infrastructure Ontario (IO) and other Ministries.
  • Provide strategic advice to senior management on complex, confidential and politically sensitive issues.
  • Lead presentations to seek approvals of new concepts, manage relationships with various groups of internal and external stakeholders, manage project risks and direct the creation and implementation of comprehensive communication strategies.
How do I qualify? Technical Knowledge:
  • You have experience in consultation and engagements related to infrastructure projects.
  • You have knowledge or comparable experience to lead an analysis of the impact of projects on constitutionally protected Indigenous rights and administers the duty to consult in consultation with legal counsel and subject matter experts across government.
  • You have knowledge or comparable experience working with project teams to develop a procurement participation and benefits plan for infrastructure projects.
Stakeholder and Relationship Management Skills:
  • You have stakeholder and relationship management skills to work effectively with various Indigenous communities and stakeholders to ensure their needs are represented in all phases of large-scale capital development projects.
  • Establish and actively build effective working relationships with a range of internal and external stakeholders to identify risks, implications and opportunities to enhance Ministry's collaboration.
  • You have the ability to defuse situations and interpersonal skills to deal with a diverse group of partnerships and clients.
  • You have a keen understanding of stakeholder engagement with relevant cultural and business awareness, the ability to collaborate effectively with community leaders to build lasting relationships.
  • You have experience working closely with different levels of management where stakeholder engagement, reputation management, corporate narrative are key priorities for the organization.
Project Management Leadership:
  • You have strong skills and experience in project management, coordination and analysis.
  • You have experience managing, developing and implementing strategies, tactical plans, and project direction for Indigenous consultations and engagement as it relates to infrastructure delivery.
  • You have experience negotiating and supporting project teams in developing mutually beneficial economic/capacity agreements.
  • You can provide issue management advice and interpretation in situations which may be very sensitive or unique.
  • You have a strong understanding of government decision making processes and experience with inter-ministerial partnering and coordination.
Communication and Presentation Skills:
  • You understand the Crown's obligations for Duty to Consult vs. Engagement to prepare and present option papers and recommendations to the project teams.
  • You have written communication and presentation skills to draft policy guidelines and a consultation framework for the Ministry.
  • You can provide advice and technical expertise (i.e. reports, briefing notes, presentations) to senior management, to the Minister and Deputy Minister level for decision making.
  • You have diplomacy and political acuity to communicate Ministry position on issues with political implications to other governments, stakeholders and communities across Ontario.
Analytical and Research Skills:
  • You can plan, lead and/or carry out research, best practices in other jurisdictions to identify policy needs and gaps and make recommendations for the Ministry (i.e. as it relates to Indigenous engagement and consultation).
  • You have conceptual skills to develop policy and program proposals and strategies, evaluate the implications and impact of the proposed changes and mitigate against potential risks.
  • You can provide issue management advice and interpretation in situations which may be very sensitive or unique.
