Overview

Canada Health Infoway (Infoway) helps to improve the health of Canadians by working with patients, stakeholders, and health system partners to accelerate the development, adoption and effective use of digital health across Canada. Through thought-leadership, investments, and strategic initiatives, we help deliver improved quality and access to care, and more efficient delivery of health services for patients and clinicians. Infoway is an independent, not-for-profit organization funded by the federal government.

Infoway will also collaborate with technology industry partners and other PCHOs as required in fulfilling its mandate. Through the digital health interoperability funding allocated by Health Canada, Infoway will execute the agreed upon long term workplan to maximize investments in digital health solutions, improve interoperability, develop common national standards and help health care providers and users sustain & grow the switch to digital health for the long term. Together with our jurisdictional, clinical, patient and industry partners, the investments we make today will form the foundation of tomorrow’s health care system.

Position Purpose

As the Senior Director for Strategy and Program Management, you will provide senior leadership and oversight of Infoway’s Interoperability Roadmap and Program Execution. You play a key critical role in developing and managing the multi-year shared pan-Canadian Interoperability roadmap and collaborating with our jurisdictional partners in the implementation of interoperable healthcare systems and technologies, enabling seamless data exchange and integration across various healthcare entities, using national standards and approach.

Your expertise in consulting, public health, healthcare transformation, interoperability, program management, technology, business operations, stakeholder alignment and people development will be essential in achieving our organization's goals of facilitating improved care coordination and enhanced patient outcomes.

Major Responsibilities
  • Strategic Planning, Execution and Reporting:
    • Oversee the strategic planning process for maintaining and delivering Infoway’s Interoperability Roadmap with Product Management, Architecture, Development and Conformance Services, including providing expertise to the leadership team, to enable strategic thinking and facilitating the strategic review and continuous planning processes and associated initiatives.
    • Monitor industry trends and market dynamics to inform strategic decisions.
    • Collaborate with Regional and internal teams to incorporate jurisdictional priorities to accelerate outcomes.
  • Business Transformation:
    • Oversee the development and maintenance of transforming business processes related to Connected Care program.
    • Build continuous improvement capability for portfolio delivery processes.
    • Guide methodology and oversee change management to implement sustainable change.
    • Collaborate with executives and leaders to prioritize and synchronize execution.
  • Program Management:
    • Oversee the Program Management Office operations, including methodology and process improvements.
    • Life-cycle oversight and management: Lead and direct intake of projects, programs and investments from assessment thru to post implementation outcome evaluations.
    • Direct and lead program governance to provide program oversight, guidance, risk management and change management.
    • Direct and maintain KPIs to measure program effectiveness and impact.
  • Leadership and Team Management:
    • Develop and maintain a People Strategy promoting a high-performance culture, providing leadership, guidance, and mentorship to the team to foster collaboration and drive results.
    • Direct and manage team performance, leveraging HR best practices and processes.
    • Coach and guide teams to build and strengthen relationships.
  • Stakeholder Engagement:
    • Develop stakeholder strategy and communications plan to facilitate effective communication and collaboration both with internal teams and external stakeholders.
    • Engage with key stakeholders, including internal teams, partners, and external organizations (including healthcare providers, technology vendors, standards organizations, and regulatory agencies).
    • Represent the organization at industry events, conferences, and meetings.
  • Develop and manage budgets for strategic initiatives and programs.
  • Ensure financial accountability and transparency in program execution.
  • Identify opportunities for financial and resource optimization.
  • Guide and mature Program risk management, aligned with corporate risk management.
  • Oversee strategic and program risk management process, associated with initiatives and programs.
  • Develop and implement risk mitigation strategies.
  • Ensure compliance with regulatory requirements and organizational policies.
  • Management Reporting:
    • Define key performance indicators (KPIs) and metrics to assess the performance and impact of the business transformation portfolio, monitor and evaluate portfolio performance against established targets and oversee team member accountability for results.
    • Lead and produce executive-level reporting to internal and external stakeholders.
Education
  • Undergraduate in Business, Healthcare Administration, Public Health, Computer Science or a related field.
  • Masters degree would be considered an asset.
Qualifications & Skills
  • Minimum of 10-15+ years in Management and/or Healthcare Consulting in a leadership role
    • Proven track record of successfully delivering large-scale, multi-million transformation programs involving complex stakeholders, on time and within budget, involving complex interoperability portfolios
  • Minimum of 10+ years of experience in strategic planning, program management, or a related field, in a leadership role.
    • Development and execution of business vision and strategy and initiative management
    • Industry and market analysis to support point of view, alignment and decision-making
  • Expert-level stakeholder engagement and relationship building: Canadian healthcare leaders and organizations (Health Canada, Ministry of Health, Provincial and Territorial health, agencies, vendors, hospitals, etc.)
  • Change Management: Leadership from strategy thru to adoption
  • Leadership and team development: Development and management of high performing teams, leveraging HR best practices
  • Program management: development of sustainable processes, governance, methodology and tools.
  • Financial acumen: to direct financial planning and execution, tied to strategic value, governance and controls.
  • Executive-level advisory and consulting experience in navigating complex healthcare, regulatory and political environments.
  • Public and private sector experience, comfortable delivering results in complex stakeholder, high stakes, and must-deliver mandates
  • Health technologies:
    • Experience in healthcare interoperability, data content and exchange standards (e.g., HL7, FHIR, DICOM).
    • Healthcare industry trends, national digital health strategies, regulations, and interoperability frameworks.
  • Technical leadership experience with relevant healthcare regulations and compliance requirements
