Job Summary:

As the Senior Manager, Data Governance you will lead the establishment and implementation of both Ledcor’s data governance strategy and data governance policies, procedures and controls to ensure enterprise data quality, security and compliance across the organization.

This role is responsible for establishing and maintaining a data governance framework that ensures data is treated as a valuable organizational asset, protected from risks, and leveraged effectively to drive business outcomes.

This role is expected to serve as a strategic partner to senior leadership, the Enterprise Data Governance Committee, Business Intelligence teams and data owners across the organization’s operating groups to drive data governance initiatives and ensure data governance standards and best practices are being applied consistently.

Essential Responsibilities

Strategy, Policy and Procedure Development (50%)

  1. Ownership of the Data Governance Strategy outlining how Ledcor’s data governance maturity will progress to support senior leadership Business Strategy
  2. Develop the roadmap outlining continuous improvement and evolution of the data governance program, including feedback, audits and metrics to demonstrate effectiveness and value
  3. Contribute to the ongoing evolution of Ledcor’s data maturity through insights, guidance and initiatives
  4. Develop and implement a comprehensive data governance framework, including policies, procedures, and standards for data management.
  5. Define data governance roles and responsibilities and establish processes for data stewardship and accountability
  6. Collaborate with stakeholders to develop and maintain data governance policies, procedures and guidelines to govern data management, privacy, security, quality and compliance
  7. Establish data standards and definitions to promote consistency, accuracy, and interoperability across the organization
  8. Establish and maintain data quality standards and implement processes for data profiling, cleansing, and validation
  9. Ensure alignment with regulatory requirements, industry best practices, and organizational goals

Data Security and Compliance (20%)

  1. Collaborate with IS security teams to develop and implement new data governance policies to protect the confidentiality, integrity, and availability of data assets within the context of data governance.
  2. Ensure compliance with data protection regulations (e.g., GDPR, CCPA, HIPAA) and industry standards.
  3. Partner with the data platform team to deploy the latest policies within the system (Collibra)

Governance Committee (20%)

  1. Facilitate and influence senior executives in supporting the implementation of a data governance committee
  2. Liaise with Data Governance Committee chair and Executive Sponsor to align on meeting objectives
  3. Collaborate with the committee to review and approve data policies, address data-related issues, and provide strategic direction for data management initiatives.
  4. Communicate decisions made by the Data Governance Committee to key stakeholders such as data owners, data visualization developers, data product owners, IS Cyber Security
  5. Perform responsibilities of Data Governance Committee Chair role as required

Training and Awareness (10%)

  1. Promote a culture of data governance and ensuring adoption of data governance policies and procedures
  2. Partner with the training and awareness specialist to oversee the rollout of training and awareness programs to educate users on data governance policies, procedures, and best practices

Qualifications

  1. A bachelor’s degree in a relevant field such as Computer Science, Data Science, etc.
  2. 8+ years of experience in data governance, business intelligence, and data analysis
  3. Proven experience leading, developing, and implementing data governance frameworks, policies, and procedures. This includes establishing data governance committees, defining data standards, and ensuring compliance with data regulations
  4. Ability to build and foster effective relationships at all levels of the organization and use effective influence strategies
  5. Strong leadership skills to lead cross-functional teams and work closely with stakeholders across the organization
  6. Excellent communication and interpersonal skills, with the ability to collaborate effectively with stakeholders at all levels of the organization
  7. Project Management experience to oversee the implementation of data governance initiatives including managing resources and timelines
  8. Proficiency in data management tools and technologies such as data governance platforms, data cataloging tools, metadata management tools, and data quality tools
  9. Knowledge of database systems, data warehousing, data lakes, and big data technologies
  10. Familiarity with data visualization tools and techniques
  11. Proficiency in data modeling, metadata management, and data lineage analysis
  12. Strong analytical skills with the ability to identify, quantify, and effectively raise business risks associated with data governance or non-compliance
  13. Awareness of data protection regulations and compliance requirements (e.g., GDPR, HIPAA, etc.)
