GIS/Broadband Technology Coordinator

The GIS Technology Coordinator is solely responsible for the maintenance and updating of Blue Sky Net’s BAIMAP (Broadband and Associated Infrastructure Mapping Analysis Project) and the OIAM (Ontario Internet Access Map) found at connectednorth.ca. Using skills as a GIS technician, they will work with municipalities, First Nations, Internet Service Providers, and other government organizations and stakeholders to map and provide analysis for new Broadband development and upgrades which are integral to innovation opportunities and growth.

Working with numerous organizations under the leadership of the Executive Director of a Non-Profit Technology Development organization, this position serves to help develop strategic broadband initiatives in Northern Ontario. The successful candidate will be responsible for helping to develop a joint broadband strategy, managing the rollout and expansion of broadband projects, liaising with various Internet Service Providers, customer service operations, and government service agencies.

Working within the framework of a three-year funding contract, the position exercises latitude and independence in the performance of assigned projects and tasks. The successful candidate will demonstrate sound judgment, thoroughness, and competence to perform effectively and efficiently, ensuring the responsible use of time and resources. Local broadband champions such as Blue Sky Net can facilitate deployment and help municipalities become a “Connection ready community.” This position will be integral to that positive outcome.

The successful candidate:
  1. Can clearly communicate internally with his/her supervisor to organize work, grow, and maintain enthusiasm for technology projects and facilitate collaboration.
  2. Has the skills to use ARCGIS to create a GIS Broadband Data Warehouse/GeoHub.
  3. Is flexible and possesses problem-solving skills to keep the projects moving forward.
  4. Has project management experience.
  5. Has knowledge of Broadband Network Engineering and Design.
  6. Can research, identify and enable key broadband policies and best practices.
  7. Has knowledge of the public and private sector experience.
  8. Can build relationships and coordinate with municipal economic development collaboratives, local businesses, government partners, and municipal departments and staff to market and promote the municipality's desire to achieve full broadband coverage.
  9. Is a strong team player able to work independently.
  10. Can deliver information via webinar/podcast.
  11. Will work with Indigenous communities across Northern Ontario to aid in leveraging their GIS usage.
Minimum Qualifications:
  1. Advanced expertise using GIS and remote sensing software, ArcGIS Pro, QGIS, and Google Earth Engine.
  2. 3-5 years of relevant experience / related post-secondary education.
  3. Proficiency working with large volumes of tabular or array-based data in an automated fashion combined with experience in gathering and analyzing metrics.
  4. Ability to develop dashboards and web maps through ESRI’s ArcGIS Online ecosystem.
  5. Expert cartographic and data visualization skills.
  6. Knowledgeable with Open Data concepts, guidelines, and principles.
  7. Advanced analytical, problem-solving, and research skills.
  8. Ability to work collaboratively within a team.
  9. Experience in a government, academic, or business setting working on broadband and network technology issues is an asset.
  10. Interpersonal and written communication skills (work plans, reports for internal and external stakeholders, website and social media posts).
  11. Knowledge of the Microsoft Office Suite of Applications.
  12. Highly motivated and self-directed with attention to detail.
  13. Experience working in a team-oriented, collaborative environment.
  14. Must possess a valid Ontario driver’s license.
  15. Bilingual (French/English language) is an asset.
