About the Role:

The Senior Project Manager leads important city projects in line with Council goals. They handle program and project design, management, and evaluation, following Provincial, Regional, and Municipal policies. The duties include overseeing the Community Improvement Plan and Affordable Housing initiatives, as well as designing the annual policy work program, considering budget and Council direction, and supervising staff, providing training and professional development, and taking on Acting Manager responsibilities, as needed.

What You Will be Doing: Project Management:
  • Manage key strategic city building policy projects, in accordance with Council’s Strategic Plan, the City’s Official Plan, and other priority initiatives.
  • Plan, lead and manage projects including the Secondary Plans, the Affordable Housing Action Plan, Policy Studies directed through the Official Plan and/or by Council, and housekeeping amendments to the Official Plan and Zoning By-law.
  • Develops project plans and work break-down structures.
  • Responsible for project source planning including the identification of tasks, estimated costs, project schedules, milestones, and any project team assignments.
  • Manage, monitor, and review all project financials, and resources.
  • Recommend procedures, maintain control and monitor strategies to ensure projects are completed within the required scheduled timeframe and within the approved budget.
Community Engagement:
  • Prioritize work initiatives and programs to ensure the tasks of the work plans are implemented.
  • Support, train, coach and professionally develop subordinate staff as well as supervise and evaluate their performance.
  • Lead the initiation, development, and implementation of a variety of opportunities for resident engagement at the neighbourhood and City-wide levels.
  • Facilitate public meetings, stakeholder consultation, focus groups, and/or internal project meetings.
Policy Development:
  • Maintain communications with Directors and Council members and respond to inquiries under the Policy Planning purview via memorandums, meetings, email, video, and/or telephone.
  • Responsible for the development of policy and plans and the transition to implementation and action.
  • Provide statistical research, policy analysis, policy authorship, and recommendation report writing.
  • Attend public meetings, workshops, Council meetings, and the Local Planning Appeals Tribunal as required.

These responsibilities outline the principal functions of the position and serve as a guiding vision for the role's impact and contribution.

About You: Qualifications:
  • University degree in Planning or related discipline such as Urban Studies, Geography or Urban design.
  • Minimum five (5) years progressive experience in municipal planning.
  • Membership in the Ontario Professional Planning Institute (OPPI) and the Canadian Institute of Planners (CIP) is required.
  • Strong working knowledge of various legislations including the Planning Act, Provincial Land Use policy and other related legislation.
  • Valid Ontario Driver’s license, Class “G”, with a clean driving record.
Skills/Competencies:
  • Excellent interpersonal skills with the ability to communicate courteously and effectively, both orally and in writing, with all levels of staff, elected officials and the general public.
  • Well-developed coaching, supervisory and leadership skills.
  • Excellent time and project management skills with the ability to multi-task within a dynamic environment.
  • Attention to detail, strong analytical, critical-thinking, decision making, negotiations and conflict resolution skills.
  • Excellent presentation skills and strong written communication skills.
  • Advanced knowledge and proficiency in MS Office Suite programs with the ability to adapt quickly to applicable software.
  • Proven completion of Ministry of Labour Worker Health and Safety Awareness training.
  • A demonstrated commitment to enhancing a safety culture.
