The Head of Programmes owns the portfolio of executing services and projects for LCE. As such the Head of Programmes defines and maintains ownership of the Project Management practice for the company. This role has full accountability for Project Management and the delivery of all technical and engineering programmes and services within timescale and cost targets, whilst optimising technical excellence and innovation and minimising technical risk.
The Head of Programmes designates the Project Manager for all LCE project work and is the primary Point of Contact (POC) for all project and service stakeholders. The Project Manager may become the primary POC for that project if delegated by the Head of Programmes.
The Head of Programmes is responsible for the activities of the Project Teams and is answerable to the President.
Key functional responsibilities:- Assist in establishing organizational policies and procedures to support portfolio, services and project management;
- Provide leadership to LCE Project Managers, who will report directly to the Head of Programmes. This includes working with HR to provide training, career progression and evaluation and feedback in line with HR policy;
- Assist in the definition of the Project Charter and project planning, execution, and close-out. In this role the Head of Programmes will act as the project sponsor on behalf of an external customer;
- Act as the first line of issue escalation and resolution for a Project Manager. In turn the Head of Programmes will escalate an issue to the President for wider support at the company level when necessary;
- Support the Project Manager in liaising with stakeholders such as customers, partners, project personnel, and vendors regarding project work and in strengthening relationships with LCE Stakeholders associated with all projects and services;
- Support the Project Manager in managing customer expectations when required;
- Outline and define project performance baselines and initiate projects. Provide regular review and oversight of project and service execution and performance;
- Prepare management plan templates, schedules, and staffing;
- Monitor project progress and implement changes where necessary and provide input to company function councils and the Steering Committee;
- Identify and manage escalated project risks and issues, reporting these into the company at the appropriate council as necessary;
- Monitor project expenditures in accordance with budget and flow input into the QBR;
- Ensure project and services comply with objectives, organizational policies, procedures and standards;
- Compile project reports and inform function councils regarding problems;
- 10 years’ experience in a software, systems or other relevant engineering discipline;
- 10 years’ experience in project management / PMO;
- Recognised degree in one of the following disciplines: Software Engineering, Computer Engineering, Computer Science or applicable combination of education and experience;
- Exceptional communication and interpersonal skills, and the ability to interact with engineers and specialists regarding a wide range of technical and operational topics;
- Advanced skills with Project Management tools and techniques for both timeline and resource management (i.e. Microsoft Project);
- Experience with subcontract management;
- Knowledge and experience in leading the development, design, analysis, integration and test of mission critical products;
- Self-motivated leader and team player capable of working with minimum direction;
- Ability to communicate difficult and complex issues with all stakeholders.
Given the nature of our software development work, it is a condition of employment that the successful candidate receive the required security clearances. Successful candidates must be eligible for Controlled Goods Regulations Program (CGRP) government clearances and International Traffic in Arms Regulations (ITAR). In addition, candidates must be able to obtain a Canadian Industrial Security Clearance to NATO SECRET level.
