Reporting to the Manager of Heritage Planning and Director of Development Review, you are a
professional planner who will be responsible for heritage planning projects and a broad range of
development projects as well as providing specialized land use planning advice to Town Council,
Committee of Adjustment, the Niagara Escarpment Commission, Ontario Land Tribunal, and other
related boards and committees.


Accountabilities:
• Manages the activities of heritage consultants carrying out work related to heritage planning
projects.
• Providing professional planning advice on matters related to various development and heritage
projects to customers, including counter inquiries, other Departments, agencies, Senior
Management, Town Council, Town Committees and associated boards/committees in accordance
with obligations and competencies specified as a professional planner certified to practice in the
Province of Ontario
• Preparing detailed planning reports to Council on development and heritage matters, and
attending Council meetings to present/explain these reports including formal presentations.
• Preparing and processing Official Plan and Zoning By-law Amendments establishing Town-wide
land use policy and regulatory standards, and conducting policy research as required.
• Project managing various heritage conservation studies related to heritage conservation or
planning matters, including heritage conservation district studies, financial incentive programs,
heritage guidelines, and municipal heritage conservation/planning processes.
• Project managing and coordinating all development processes of assigned development projects,
including those impacting significant cultural heritage resources, from the time of pre-consultation
to application for a building permit, and monitoring progress of projects targeting delivery of
decisions and outcomes as required by the Town policy, Bylaws, Provincial legislation and
policies.
• Formulating, negotiating and/or articulating the Town’s position on matters related to the
implementation of development and heritage planning projects as well as assisting project
proponents in advancing development projects through approval
• Undertaking research and evaluation under Ontario Regulation 9/06 of the Ontario Heritage Act,
and preparing reports with respect to the individual designation of heritage properties or resources
under the Ontario Heritage Act and other applicable legislation or policy.
• Providing comment and recommendations on the urban design quality of projects and participate
in the development of urban design policy and regulations, as well as those projects impacting
significant cultural heritage resources
• Preparing and negotiating conditions of approval and implementing legal instruments including
development agreements, site plans, and bylaws.
• Conducting site inspections in evaluating conditions of specific development proposals and
significant or potentially significant cultural heritage resources.
• Attending on behalf of the Town, Ontario Land Tribunal hearings and other hearings conducted
under Provincial legislation and providing oral and written evidence and defends the same under
cross-examination.
• Participating in and contributing to continuous improvement and other projects in the Department.
• Functioning as a main point of contact for heritage conservation matters at the Town and ensures
that the necessary public consultation process is undertaken.
• Performing other job-related duties as required.

Qualifications:

• Four-year University degree in Urban and Regional Planning or a related field (required), with
related education and experience in heritage conservation and/or planning (preferred).
• Four (4) to nine (9) years of on-the-job planning experience in the land use planning field,
preferably in a municipal environment.
• Membership or eligibility for membership in the Canadian Institute of Planners and O.P.P.I as a
Registered Professional Planner (RPP); Membership or eligibility for membership in the
Canadian Association of Heritage Professionals (CAHP) an asset;
• Thorough knowledge of Provincial planning legislation, regulations and policy statements,
heritage legislation and policies, other provincial legislation, and plans, Regional planning
policies and Town policies and by-laws.
• Effective time management/organizational skills to prioritize competing tasks, conflicting due
dates and meet legislated and corporate timelines.
• Excellent interpersonal, written, and oral communication skills including presentation skills and
ability to present evidence at the Ontario Land Tribunal, other Boards and Committees and in
Court on development review, planning policy, and heritage planning matters.
• Ability to formulate/develop sound planning policy and recommendations to guide Council
decision-making that is defensible at the Ontario Land Tribunal.
• Project management experience.
• Ability to work independently and with a team.
• In-depth knowledge of Provincial, Regional, and Conservation Authority planning, growth
management, heritage conservation, environmental and housing legislation.
• Thorough knowledge of Provincial planning legislation, regulations and policy statements,
heritage legislation and policies, other provincial legislation, and plans, Regional planning
policies and Town policies and by-laws.
• Understanding of planning policy and development matters relative to the conservation of
heritage resources.
• Statistical analysis and database development; GIS and mapping skills a definite asset.
• Dispute resolution and negotiation skills to balance divergent interests in the planning process.
• Ability to think creatively and use ingenuity to resolve unique problems pertaining to policy
formulation matters.
• Excellent research skills.
• Ability to utilize computer software as necessary, including MS Word, Excel, Access, and Power
Point at an intermediate level
