Cornwall, Canada ClickJobs.io Full time

The Service & Team:

The Finance Analyst Team is a small team within the Finance Service. This role will work across all Council Departments, providing financial advice and supporting the development of financial models and ad hoc analysis.

You will be welcomed into a friendly environment where your personal and professional development will be encouraged. You will have the opportunity to work and grow in a people-centred and value-based organisation that promotes a positive culture. Your opinions matter so you will have the opportunity to shape how we do things here in Cornwall.

As part of our team, you'll have the opportunity to use your skills to influence a variety of services and witness the direct impact of our work on our communities. And moreover, you'll do it all in the beautiful, stunning surroundings of Cornwall.

If you are ready to embark on a rewarding journey and make a tangible difference in our vibrant communities, we encourage you to apply for these exceptional opportunities.

The Role:

The role is varied and interesting, and you will have the opportunity to be involved in a variety of activities from budget deep dives to demand management and recovery and savings plans, to playing an integral role in the formulation of the Council's Medium-Term Financial Plan and Budget setting process.

We are looking for people who are professional, enthusiastic and motivated who can:

  1. Provide financial management, technical and business planning advice, training and support within their Services.
  2. Provide advice and present financial information and reports to senior managers and boards.
  3. Support the business reporting managers on integrated financial and performance reporting for the organisation.
  4. Ensure the service's financial management and internal control arrangements are effective and develop plans to address weaknesses.
  5. Work with the strategic finance managers, business reporting managers, financial analysts, internal audit and other colleagues in the Council as required to establish comprehensive support arrangements to meet client and corporate needs in all areas.
  6. Support the service in developing plans to underpin the delivery of the Medium-Term Financial Plan.
  7. Support the review of major projects and key decisions and verify the effectiveness of management arrangements, engaging as required to strengthen financial management and/or add value.
  8. Line management of finance professionals within the team.

Working Pattern:

The role is full-time, working a standard 37-hour week Monday - Friday; however, we will consider flexible working patterns and/or part-time.

What you'll need to succeed:

Successful candidates will be fully qualified (CCAB or equivalent). You will be able to demonstrate a good understanding of medium-term financial planning and forecasting, and the ability to provide financial advice relating to financial standards, investment options appraisals and financial modelling.

Excellent communication skills are essential, with the proven ability to build strong relationships and work collaboratively. You should be comfortable explaining complex financial information in an easy-to-understand manner to non-financial managers as well as working closely with a wide range of stakeholders and external partners.

Having previous experience within a local government setting is highly desirable and will make your application stand out, but it is not essential.

What you'll get in return:

Cornwall Council's ambition is to be an employer of choice, a high performing Council and a learning organisation. We commit to providing a reward and benefits package to attract, motivate and reward our employees. We offer a range of flexible working options to our staff so you can fit your work around your life and life around your work. This helps provide our employees with a greater work/life balance, whilst still ensuring that service needs are met.

Our core employee rewards and benefits include:

  1. a competitive salary.
  2. a defined benefit pension scheme, based on your career average earning which includes an employer contribution rate of typically around 19 percent per month, to help support your financial security during retirement.
  3. a generous annual leave entitlement with the potential to purchase additional leave.
  4. A national award-winning employee health and wellbeing programme.
  5. Employee benefits scheme giving employees access to a wide range of discounts to local and national goods and services for members and their dependents.
