Introduction

The position supports the Department of Indigenous Economic Development in achieving its mandate to work collaboratively with First Nations, Inuit, Métis, business, and partner organizations to improve economic participation and opportunities for Indigenous Manitobans and communities. The Department comprises two main branches: the Consultation and Agreements Branch and Indigenous Business Development. This Director will lead the development of Indigenous Business Development Branch, delivering on key objectives of the government that include the following.

  1. Fostering small and medium enterprise vital to the success of Indigenous businesses that have traditionally faced systemic barriers within general financing approaches.
  2. Navigating complex business financial supports offered in the private and public sectors that have in the past presented an access to capital challenge for emerging and growing Indigenous businesses.

The Executive Director will lead a team that supports multi-year, whole-of-government policies, setting the strategic direction of research and analysis, development, evaluation, and reporting.

Conditions of Employment:

  3. Must have a valid class 5F driver’s license and access to a vehicle
  4. Must be able to travel within the Province of Manitoba, nationally, and internationally as required
Qualifications:

Essential:

  • Experience related to Indigenous relations, economic development that may be complemented by or demonstrated through education in finance, commerce/business, or public administration, intergovernmental relations, and/or economics.
  • Experience building relationships with Indigenous Peoples, working to improve their lives through policy and/or programs, and implementing the principles of reconciliation.
  • Proven ability as a leader with a commitment to create, support, and sustain a diverse environment that enables staff to achieve results and to develop and build organizational capacity for the future.
  • Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change.
  • Management experience with responsibility for human and financial resources.
  • Strong financial acumen with experience in budgeting and financial management.
  • Experience with strategic performance management and reporting.
  • Strong verbal and written communication skills with experience managing complex, high-level internal, government-to-government as well as external stakeholder relationships.
  • Excellent political acumen demonstrated through experience providing strategic advice to senior leaders on navigating and resolving sensitive and contentious issues using diplomacy and tact.
  • Experience providing leadership and direction in the design and implementation of legislation, policies, and programs.
Duties:

Reporting to the Assistant Deputy Minister, the Executive Director is responsible for managing a team of several staff and collaborating with and influencing program developers in Indigenous communities, other departments, and related agencies.
