SUPERVISORY RESPONSIBILITIES

Nursing staff, support staff and Allied Health staff (as applicable) on the designated nursing unit/s.

1. EDUCATION:

  • Graduate of an accredited School of Nursing.
  • Baccalaureate Degree in a relevant health care profession preferred.
  • Formal management training preferred.

2. EXPERIENCE:

  • Minimum of three (3) years current clinical experience in a relevant area.
  • Minimum of one (1) year leadership experience in a health care setting required.

3.OCCUPATIONAL CERTIFICATION/LICENCES, REGISTRATIONS:

  • Current registration, or eligibility for registration, with the appropriate professional association required.
  • Current B.L.S. registration at the Targeted Responder level is required.

4. KNOWLEDGE:

  • Regional/site/unit policies, procedures, protocols and guidelines relating to: clinical care, administrative, financial, and human resource management.
  • Standards and scope of practice for direct reports.
  • Personal Health Information Act, Protection of Persons in Care Act, Mental Health Act, Workplace Hazardous Material Information System (WMIS), Principles of Routine Practices (Universal Precautions) and other legislated acts.

POSITION SUMMARY

Under the general supervision of the CEO and/or designate, the Unit Manage, as a member of the management team, provides leadership for the health care team in promoting resident centered care. The Unit Manager ensures that adequate human and material resources are available to support the 24-hour delivery of safe, quality patient care. The incumbent creates an environment that enables the facility to fulfill its mission and performance goals. The Unit Manager seeks to promote and maintain a positive, professional, team oriented and service conscious environment. Demonstrates a commitment to the vision, values, goals, and objectives of the organization.

ROLES AND RESPONSIBILITIES Resident Care/Clinical Practice:
  • Ensures use of the professional care process (assessment, planning, implementation, and evaluation) to affect the delivery of safe, quality care.
  • Collaborates with all members of the health care team to ensure the delivery of consistent, comprehensive and continuous resident care.
  • Directs, plans and coordinates delivery of patient care with members of the health care team to ensure continuity of care.
  • Evaluates delivery of care, resident outcomes, and resident and staff satisfaction.
  • Facilitates effective and efficient admissions, discharges and transfers of resident in collaboration with other members of the health care team.
  • Ensures policies, procedures, protocols and guidelines are current, available and utilized to facilitate the delivery of appropriate safe care.
  • Ensures staff adherence to legislative requirements and professional standards of practice.
  • Implements a risk management approach that identifies and resolves resident/staff/visitor health and safety concerns and reduces the impact of error.
  • Facilitates staff participation in decisions that impact work design and workflow.
Human Resource Management:
  • Ensures adequate staffing levels on a 24-hour basis that meets the operational needs of the unit considering patient acuity, standards of care, patient and staff safety.
  • Plans the unit care assignment to meet the care needs of the residents based on the level of acuity/complexity and nursing expertise.
  • Recruits, interviews and hires employees in accordance with patient care needs, facility guidelines and contractual obligations.
  • Ensures staff are aware of expectations of role and responsibilities.
  • Ensures staff members receive the level of orientation required to deliver safe patient care.
  • Monitors performance conducts performance appraisals and counsels/disciplines employees in accordance with facility guidelines and collective agreements.
  • Monitors and manages performance indicators (absenteeism, WCB, etc.) in accordance with facility guidelines.
  • Collaborates with CEO and designate for labour relations issues in accordance with facility guidelines, contractual obligations and respective college and regulatory associations.
  • Collaborates with facility resources to promote a safe and healthy environment.
Financial Management:
  • Participates in the development of unit budget.
  • Monitors and interprets the unit budget in accordance with the facility’s financial framework.
  • Identifies issues and trends that will affect the budget management of the unit/department.
  • Enhances efficiency and cost effectiveness through participation in unit based and corporate initiatives to improve financial and resident care management.
  • Fosters an environment that involves all health care team members in the development of cost effective and efficient practices
  • Monitors financial activity, clinical and performance statistics.
4. Leadership:
  • Assumes leadership role in promoting and maintaining an effective team approach to patient care.
  • Creates an environment that encourages and supports creativity, innovation, critical thinking and a healthy workplace environment.
  • Participates in committees and encourages and supports staff participation in meetings, committees, councils, and teams as assigned.
  • Assists staff in the management of resident/family issues and reports concerns through appropriate channels in a timely manner.
  • Identifies and facilitates opportunities for leadership development of the staff.
  • Accepts responsibility for appropriate delegation, monitoring, and evaluation of delegated activities.
  • Ensures efficient and effective work processes.
  • Promotes good interpersonal relationships by modeling professional behavior and practices.
5. Communication:
  • Conducts regular meetings with health care team to facilitate two-way communication of information, issues and challenges.
  • Maintains effective communication with other programs/services to foster quality care and service delivery
  • Communicates staff performance issues and actions taken, relating to the delivery of quality safe care, to the Director.
  • Communicates needs and/or problems related to staff utilization and resident care to the Director and assists in resolution of issues.
  • Communicates changes affecting resident care delivery and unit operations in a timely manner.
6. Decision Making/Accountability
  • Identifies, investigates, and implements appropriate follow-up of quality and risk management issues in a timely manner.
  • Provides for safety of self and others by adherence to safety guidelines, policies, practices, and other applicable legislation.

7. Professional Responsibilities

  • Reports unsafe practice, professional incompetence and incapacity or unfitness to practice, of any health care team member through the appropriate channels.
  • Advocates for patients while respecting their right to self-determination
  • Performs in a manner that reflects the values and standards of the respective professional association(s).

8. Quality Improvement

  • Participates in and leads meetings, committees, councils, teams, etc., to improve patient care and the work environment as assigned.
  • Provides leadership in the development of the unit’s quality improvement plan by interpreting the results of quality monitoring activities and developing and implementing strategies to address and identified issues/concerns.
  • Involves health care team members in the evaluation of new products, equipment, technology and system processes, to improve patient care delivery.
  • Evaluates current practice, plans and implements changes based on population needs and changing patient care requirements in conjunction with regional/national standards and guidelines.
  • Performs in a manner that reflects the values of trust, compassion, and exceptional service in all interactions with patients/family, members of the health care team, and the public.
Education and Research
  • Provides an environment that fosters continuous learning, application of knowledge, critical thinking, and application of research.
  • Promotes and participates in research consistent with facility guidelines.
  • Facilitates incorporation of research findings into clinical practice.
  • Provides leadership in the development of resident care education materials.
  • Identifies staff readiness for and encourages staff to assume additional responsibilities, i.e. preceptor for students/staff, charge duties, etc.
  • Identifies educational and orientation needs of staff and works with education programs to provide clinical/educational opportunities.
  • Contributes to the evaluation process of health care team students.

- Ensures the implementation of new and/or revised policies/procedures/protocols and guidelines.

  • Acts as a resource and role model for staff, students, colleagues and others.

10. Other Responsibilities

  • Assumes on-call responsibility as required.
  • Provides emergency services when required to accommodate an external disaster, i.e. fires, floods, etc.
  • Participates in collective bargaining process and other union processes as required.
  • Adheres to all safety and health regulations and safe work practices.
  • May be required to perform other duties and functions related to this job description not exceeding above stated skills and capabilities.

  • Non-adherence to facility policies, procedures, protocols and guidelines may cause harm to individual’s equipment or property.
WORKING RELATIONSHIPS:
  • Directly responsible to the CEO and/or designate. Collaborates with other managers, physicians and members of the health care team within the facility and the community to support quality care and service delivery.

AUTHORITY:

  • Carries out professional activities in a self-directed, responsible manner that reflects legal, ethical, and practice standards. Assumes accountability for overall functioning of the patient care unit.

This position requires a current satisfactory Criminal Records Check (including Vulnerable Sector Search), Child Abuse Registry Check and Adult Abuse Registry Check as conditions of employment. The successful candidate will be responsible for any service charges incurred. A security check is considered current if it was obtained no more than six (6) months prior to the start of employment.
