Role Responsibilities

Reporting to the Manager, Trade Data Assessment, the Trade Data Analyst is responsible for gathering, analyzing and communicating Alberta, Canadian, and international trade data to support evidence-based decision-making in policy and strategy development. The Trade Data Analyst must clearly communicate their analysis to officials with different comprehension levels while maintaining data accuracy and integrity. They will provide support to a variety of unit activities and information products using their knowledge of economic data as well as analysis and communication techniques. They will support Trade Competitiveness and Intergovernmental Relations units. 

1.  Acquire, manage, and analyze international trade and economic data to support the division and Ministry mandates. 

Identify key sources of international trade data (Alberta, Canadian, global) and other relevant sources of Alberta-sectoral data and information for branch use.  Manage and update the division's datasets in accordance with the ministry's data management policies.  Proactively analyze datasets to identify international trade issues and opportunities to support policy development, the development and maintenance of information products. Stay current in new and developing technologies used for data visualization and data analysis, including identifying training opportunities, project pilots, and software demonstrations. 

2. Research, analysis and preparation of briefings, reports, presentations on topics to inform the Trade Policy and Competitiveness branch. 

Research, analyze and prepare reports and recommendations for decision makers on issues that can help inform strategic decisions by government and industry.  Participate in identifying and addressing issues, opportunities, risks, and trends based on the analysis of quantitative data and qualitative market intelligence from a variety of internal and external sources and formats. The analyst takes a long-term view of potential international trade issues and opportunities and considers data and information input from a variety of sources while preparing recommendations or analysis.  Working with JET's Economic Strategy and Investment Division, use data and analytics to build an understanding of key Alberta sectors and identify opportunities for greater international trade and market competitiveness.  Demonstrate strong written and verbal communications skills in order to effectively discuss trade data related needs and present findings and/or prepare written briefings.  Use Microsoft Excel and other programs to produce tables, graphs and charts for data analysis and visualization and respond to ad-hoc data requests.

3. Provide data and analysis support for trade program and service design and delivery. 

Work with business areas to understand data and analysis needs for developing and managing trade related programs and services (i.e. Alberta Export Expansion Program, international trade missions)  Work with business areas and/or attend engagements designed to better understand needs of Alberta exporting companies and identify opportunities for use of data and analysis in problem solving.  Identify opportunities to provide analysis and greater business/market intelligence for grant management. 

4. Support managers and senior managers in achieving the mandate and goals of the Branch and Division. 

Provide input and recommendations relating to issues, opportunities and challenges associated with assigned projects, programs and functions (e.g., how to incorporate new ways of collecting / creating / leveraging data to inform the branch's plans and operations and recommend options for implementation).  Develop briefings and other documents in response to requests from the Deputy Minister and Executive Team, as well as in response to news reports and release of major research studies. Collaborate with Division staff to ensure coordination and integration of activities and promotes collaboration within the Division and with stakeholders.  Remain current and informed as to Ministry issues, proactively recommending review and evaluation of policies and programs. 

Qualifications

Minimum Recruitment Standards 

University graduation in a related field plus 2 years progressively responsible related experience; or equivalent as described below. 

Equivalency : Directly related education or experience considered on the basis of: 

1 year of education for 1 year of experience; or  1 year of experience for 1 year of education. 

The Trade Data Analyst requires and considers the following assets:

Knowledge and experience with the application of both qualitative and quantitative research methods and data analysis.  Degree in applied economics, statistics, analytics or equivalent. Excellent writing and editing skills, with an ability to summarize technical research for a mass audience, without losing data or information integrity.  Understanding of and experience with international trade data and analysis. Understanding of Alberta's economy, including economic structure and trends. Understanding of international markets and how to appropriately gather and assess global economic trends and changes.  Knowledge of trends and opportunities in the presentation of data, visualization, and managing relational databases using Python or R, SQL, and Microsoft Power BI.
