Role Responsibilities
The Ministry of Mental Health and Addidtion is looking for a Director - Financial Planning.
Reporting to the Ministry's Executive Director of Financial Services and Planning, the Director, Financial Planning provides leadership and direction to professional and technical staff with responsibility for strategic support and advice to the Ministry to ensure financial practices are consistent with the Financial Administration Act, the Fiscal Planning and Transparency Act, and government financial and accounting policies.
The position directly supports ministry financial accountability, planning and management decision making through effective coordination of monthly, quarterly and annual reporting, as well as a broad range of strategic financial services. The incumbent is responsible for the preparation of the Ministry's revenue and expense budgets and financial targets in support of the Ministry Business Plan, and for the provision of high quality financial reports, executive briefing materials, quarterly revenue and expense forecasts and monthly cash flow forecasts submission to Treasury Board and Finance, as well as monthly internal forecast for discussion at the Executive Team. The position also collaborates with the Capital Project and planning team for managing the processes and reporting requirements for the Ministry's Capital Plan. In addition, the position provides financial support and expertise in managing financial matters related to the provincial agencies reporting to the Minister..
Job Responsibilities
Prepare the consolidated Ministry Budget and provide leadership and direction for the preparation of submissions for new or revised initiatives to Cabinet Policy Committee and Treasury Board. Provide leadership and direction for the preparation of briefing materials, with input from Directors and Assistant Deputy Ministers, to provide useful information for the Minister's presentations to Cabinet Policy Committee, Treasury Board and Committee of Supply. Monitor the status of the financial plan by providing leadership and direction for the coordination and consolidation of quarterly Ministry forecasts and monthly cash flow forecasts for submission to Treasury Board and Finance, ensuring they provide accurate and timely information. Ensure Supplementary Estimates, Orders in Council and Treasury Board Minutes are prepared as required Coordinate the Ministry's Capital Plan submission to Treasury Board. Participate in the Ministry Capital Planning Peer Review Committee to provide a corporate list of proposed capital projects for consideration by the Deputy Minister's Capital Planning committee. Provide leadership and mentorship to all financial planning staff and ensure consistent understanding of job functions and expectations. Ensure performance plans and career development goals are in place for direct reports and encourage continuous improvement and professional development for all staff. Provide financial support and expertise in the financial management of provincial agencies reporting to the Minister.-
