We are looking for a highly collaborative and talented individual with considerable technical and managerial experience for this position. Reporting to the Chief Administrative Officer (CAO), the Director is responsible for leading and mentoring a professional team of managers to oversee the operations and maintenance of the municipality’s operations and utilities services. This role includes ensuring the efficient and effective management of physical infrastructure, water and wastewater, fleet and other municipal services.

SUMMARY DESCRIPTION
Reporting directly to the Chief Administrative Officer (CAO), the Director of Operations and Utilities (O&U) is responsible for leading and mentoring a professional team of managers to oversee the operations and maintenance of the municipality's operations and utilities services. This role includes ensuring the efficient and effective management of physical infrastructure, water and wastewater systems, fleet and other municipal services.
In addition to establishing and maintaining a comprehensive business plan for the department the Director will manage budgets, support the development of department managers, and foster a culture of work place safety and continuous improvement to enhance service delivery and community wellbeing.
Working closely with municipal leadership, Parks Canada, interdepartmental teams, residents and external stakeholders, the Director will ensure collaborative and cohesive service delivery across all operations and utilities functions.

Department: Operations & Utilities Work hours: 7.5 hours/day, 37.5 hours/week
Status: Full Time Permanent
Primary Duties
1. Human Resource Management
a) Hire, train, evaluate, develop, engage, motivate and discipline subordinate staff within approved legislation and personnel policies.
b) Supervise the activities of the following direct reports:
i. Operations Service Manager
ii. Municipal Buildings and Asset Manager
iii. Utilities Manager
iv. Operations & Utilities Program Coordinator
v. Operations & Utilities Administrative Assistant
c) Oversee and monitor the professional development and training of direct reports to ensure they possess the skills and knowledge required to effectively meet their work responsibilities.
d) Ensure direct reports have Performance Plans in place, and that plans are reviewed annually.
e) Understand and at all times work within the terms of the current CUPE contract and labour laws.
f) Foster a collaborative, inclusive, and high-performing team culture.
2. Financial Management & General Administration
a) Establish and maintain a multi-year business plan for the department which includes;
I. Strategic Goals and Objectives
II. Resource Requirement Forecast
III. Key Performance Indicators
b) Develop and manage annual departmental operating and capital budgets aligned with the departmental business plan.
c) Ensure the department maintains a high level of conformance to established council policies and administrative procedures related to financial matters.
d) Research, prepare and present reports and recommendations for Council including but not limited to:
I. Requests for Decision (as needed)
II. Director’s Report (Quarterly)
III. Capital Plan Progress update (Quarterly)
IV. Department Annual Report (Annually)
3. Operational Management
a) Oversee the construction, operation and maintenance of public infrastructure, including roads, municipal buildings, signage, parks and greenspaces within the townsite.
b) Monitor and maintain long-term capital plans for municipal infrastructure.
c) Manage the provision and maintenance of utilities; including water treatment, distribution systems, wastewater treatment, stormwater management, recycling and solid waste.
d) Oversee the management, maintenance, and procurement of the municipality’s fleet, ensuring vehicles and equipment are serviced regularly and meet safety and regulatory standards.
e) Ensure compliance with all federal, provincial, and municipal regulations and standards.
f) Respond to public inquiries and complaints regarding operations and utilities services.
g) Monitor and report on the performance of the department, identifying areas for improvement and implementing corrective actions.
4. Stakeholder Engagement & Collaboration
a) Collaborate with Parks Canada on projects and initiatives.
b) Lead and support the work of internal committees including;
I. Communities in Bloom and;
II. Traffic Advisory
c) Work with other SLT members on cross-departmental issues to ensure cohesive service delivery.
d) Assist outside parties to advance private construction and development projects in a professional and timely manner.
e) Foster positive relationships with community groups, government agencies, and other stakeholders to enhance public works and utilities services.
GENERAL MUNICIPAL DUTIES
• Fulfill the duties of Acting CAO as required.
• Participate as a member of the Senior Leadership Team, and support corporate initiatives.
• Work collaboratively with other municipal department staff.
• Adopt a culture of continuous improvement, guided by the Municipality of Jasper’s values of:

DESIRED KNOWLEDGE, EXPERIENCE, AND EDUCATION
• Bachelor's degree in Civil Engineering, Public or Business Administration, or a related field.
• Minimum of 10 years of progressive experience in public works or utilities management, with at least 5 years in a leadership role.
• Incident Command System (ICS) 300 or higher.
• Professional designation in a relevant field such as Professional Engineer (P.Eng), Project Management (PMP), or Public Works Professional-Management (CPWP-M) is highly desirable.
• National Advanced Certificate in Local Authority Administration (NACLAA) Level I or II is highly desirable.
• Demonstrated experience in budget management and strategic planning.
• Extensive knowledge of federal, provincial, and municipal regulations related to public works and utilities.
