Role Responsibilities

The Utilities Consumer Advocate (UCA) Branch in the Affordability Division is seeking to fill a permanent position responsible for ensuring effective and seamless contract coordination and procurement processes.

Reporting to the Manager of Regulatory Operations, the Contract Coordinator supports the UCA's goals and objectives by facilitating the Branch's contracting and procurement functions. This involves processing competitive procurements, coordinating the contracting process, assisting in the evaluation of competitive bids, and tracking contracts from initiation to completion. This position ensures that the procurement processes comply with the policies and procedures established by the Government of Alberta, the Department, and the Division.

Key responsibilities include: 

Coordinating Requests for Proposals (RFPs), Requests for Quotes (RFQs), Statements of Work (SOWs), Pre-Qualification Requests (PQRs), evaluation plans, requisitions for services, and legal retainer contracts.  Obtaining required approvals and determining ongoing contract requirements.  Providing advice and assistance to business areas throughout the procurement cycle.  Tracking contract expenditures to ensure adherence to budgets and preparing year-end reports on contractual obligations.  The role also involves coordinating the evaluation of proposals, ensuring a fair and competitive process in line with Treasury Board requirements.


The successful candidate must be able to demonstrate personal initiative in establishing and cultivating positive relationships with diverse internal and external stakeholders, including Legal Services, the Contract Management Unit, and Procurement Services of Service Alberta. Strong process coordination skills and detail-orientation skills are also essential to streamline contract processes, enhance efficiencies, and support modernization efforts. Additionally, the candidate will work with Procurement Services teams to ensure efficient sharing of data and information.

Qualifications

High school diploma and four (4) years of related experience in areas such as Contract management, government procurement etc. Equivalencies may be applied on the basis of 1 year of education for 1 year of experience OR 1 year of experience for 1 year of education.

Desirable assets to this role include:  

Familiarity with Trade agreements, Contract Process and Alberta Purchasing Connection (APC) or other methods and venues to post RFPs. Knowledge of the contracting process and able to answer questions from vendors, Branch leadership, Contract Management Unit, and Procurement Services.  Process improvement capability to aid in streamlining processes and procedures to support the continual enhancement of a fair and equitable approach to procurement.  Demonstrated project coordination with multiple stakeholders.
