Introduction

The Department of Municipal and Northern Relations is a responsive and trusted partner in building and sustaining safe, health, inclusive, and prosperous municipalities and communities across Manitoba. This includes building municipal capacity, supporting and improving community development, planning and permitting, strengthening collaboration and shared solutions with municipalities, and implementing Manitoba’s funding model for municipalities and community development organizations.

Conditions of Employment: Must be legally entitled to work in Canada Must be able to provide and maintain a satisfactory Criminal Record Check Ability to work overtime as necessary with little notice Ability to travel within the province with occasional overnight stays as required Ability to work flexible hours including evenings and weekends as required Qualifications: Essential: Post-secondary degree in social sciences, business or public administration, economics, or a related field; a combination of related education and/or experience may be considered. Demonstrated experience in working on complex policy issues, and in funding program development, implementation and agreements management. Demonstrated experience to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change. Management experience with responsibility for operational, financial and human resource management. Experience translating strategic priorities into clear operational and business plans, and experience with strategic performance management and measurement systems (e.g. Key Performance Indicators, Performance Measures). Proven ability as a leader with a commitment to create, support and sustain a diverse environment that enables staff to achieve results and to develop for the future. Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues. Excellent interpersonal skills to build and maintain collaborative and wholistic partnerships with diverse internal and external stakeholders, including the ability to provide information to the public on government initiatives. Strong verbal communication skills. Strong written communication skills. Strong financial acumen with experience in financial management including budgeting and reporting to meet accountability requirements. Desired: Knowledge of federal, provincial and municipal funding policy. Duties: As a member of the department’s management team, the Director is responsible for leading and managing the Municipal Funding Policy and Programs Branch, and for providing support and advice to the Assistant Deputy Minister. The Municipal Funding Policy and Programs Branch is responsible for: providing research, strategic analysis and advice to support Manitoba’s strategy for ensuring viable and sustainable municipalities in Manitoba, including developing and managing Manitoba’s overall funding framework for municipalities and other viability and sustainability measures; developing, administering and managing over $M in operating, capital and other program supports to municipalities across Manitoba; developing, maintaining, and analyzing financial and statistical information to support decision-making related to municipal funding strategies
