About Our Opportunity

Reporting to a Manager on the Clean Transportation team in the Clean Energy Branch, the Senior Analyst will be part of a passionate and creative team that supports the provincial government’s efforts to develop clean energy resources, reduce Nova Scotia’s greenhouse gas (GHG) emissions, create jobs and transition to a net-zero economy.

Our work includes a focus on inclusive participation in low carbon solutions that increase equity and energy affordability for all Nova Scotians.

Our team works with a variety of clients and partners such as provincial departments, the federal government, municipalities, First Nation communities in Nova Scotia, African Nova Scotian communities, and non-profit organizations.

The Senior Policy Analyst develops and advises on complex strategies, policies, programs, and major initiatives related to clean transportation and clan energy, with a focus on Active Transportation and Transparent Efficiency. The Senior Policy Analyst works closely with the Clean Energy Branch to lead policy development, program delivery, implementation, and evaluation work, playing a leading role in managing partnership relations, and coordinating efforts in creating community awareness, engagement, and commitment for clean transportation initiatives. 

Primary Accountabilities

The Senior Policy Analyst will have an important role in facilitating cross-department policies, projects, and programs. In this role, you will:

coordinates the development and implementation of strategies, polices, and programs related to clean energy and climate change; oversees the development and delivery of clean transportation programs, projects, data collection, and monitoring local, provincial, and national standards and practices; perform comprehensive research, analysis, and evaluation of complex issues; provide strategic advice to senior management, including preparation of clear, accurate, and timely briefing materials and presentations; liaise with local, provincial and/or federal departments; and represent the Department on interdepartmental and/or intergovernmental committees.

Qualifications and Experience

To be successful within this role you will hold a bachelor's degree plus 6 years of progressive experience in a related field or an acceptable equivalent of training and experience.

As the successful candidate, you will have working experience with the following:

Progressively responsible research and analysis positions; Experience in monitoring and reporting on progress of initiatives and projects; Superior writing skills with proven experience in report writing and preparation of briefing materials; Experience with managing programs and partnerships; Strong leadership skills with proven ability to build collaborative working relationships; Knowledge of and/or experience within the provincial legislative environment; Computer skills, proficient using Microsoft Office programs; Familiarity with legislation which falls under the NRR mandate.


In addition to the above, you will have strong leadership skills, independent judgement and initiative as well as the ability to manage and conduct complex and specialized research and policy analysis. You will be well-organized, capable of managing change and competing priorities, undertake high level work under tight deadlines, and exercising sound judgement under pressure. Lastly, you will be able to work cohesively in a team environment and be able to undertake complex assignments without supervision.

The following will be considered assets:

Knowledge of structure, processes, and key players in Government; Work experience within the clean transportation sector and/or clean energy sector; Experience with grant programs; Public policy development and analysis.

Working Conditions

Normal work week is 35 hours/week, 7 hours/day. Mostly office-based work with occasional requirements to travel and attend meetings, within Nova Scotia.. Considerable and sustained pressure from deadlines, conflicting demands and stakeholder opinion, continuous change, and ambiguity.

Additional Information

This is a term opportunity with an anticipated end date of March 18, 2026. However, the position status is dependent on the start date of the successful candidate.
