Main Purpose & Function
The Planning Analyst supports the Stewardship and Placemaking programs in Street Activities. The position will develop and conduct public and stakeholder engagement and monitoring for public space projects and supports public space management, operations and partnerships.

Specific Duties & Responsibilities

Supports the development of programs and policies related to public space monitoring and engagement by helping develop methodologies, materials and public engagement activities, mapping and coordinating stakeholders' participation, drafting report outcomes, and maintaining a trustful relationship with plaza stewards.Conducts research studies, prepares surveys, analyzes survey results, formulates recommendations and helps prepare reports for presentation to Committees of Council or civic boards.Implements best practices in public space monitoring, surveying and stakeholder engagement processes..Supports Place-Based Management, and Placemaking, teams with work as required, which may include outdoor field-based work.Supports Planning Assistants engaged in the technical and/or clerical aspects of project assignments by providing site specific knowledge and relevant information from research studies, survey and workshop results.Conducts correspondence with the general public and liaises with other departments and stakeholders on matters related to assignments.Translates technical information into material that can be easily understood by a broad audience through collaboration with content experts.May be required to assist other members of the team in making presentations to City Council and internal / external audiences.Attends Committees of Council, and other civic and outside meetings to make presentations and answer questions related to assignments.Responds tactfully to technical, written, or oral enquiries from other departments and the public. Consults with and advises officers of other civic departments and outside organizations on matters related to projects.Other duties/responsibilities as assigned. Some work may require site visits.
Qualifications
Education and Experience:A post-secondary degree in planning, landscape architecture, or architecture and some related professional experience, or an equivalent combination of post-secondary education and experience.Experience with survey development and evaluation.A master's degree in a related area would be an asset.Professional research experience would be an asset.A current and valid class 5 or higher BC Driver's license would be an asset.
Knowledge, Skills and Abilities:Considerable knowledge of the local public space issues related to best practices in the fields of engineering, planning, landscape architecture, or similar discipline.Considerable knowledge of community planning and public engagement principles, practices, techniques and methods.Excellent interpersonal, written, verbal communication skills.Strong research and analytical skills.Ability to analyze, interpret and communicate clearly to audiences of varying technical expertise.Ability to perform moderately complex policy analysis, research and prepare reports.Ability to be creative and use sound judgement.Ability to develop and maintain positive, productive relationships at all levels in the organization and external stakeholders.Ability to speak effectively in public through formal and informal meetings and presentations.Ability to manage large workloads and multitask effectively.Ability to work independently with little supervision.Experience working with equity-denied groups would be an asset.
