Toronto, Ontario, Canada Ombudsman Ontario Full time

Effective April 1, 2024 the salary range for this position is $82,217 to $121,155 per year in compliance with AMAPCEO collective agreement provisions.

The new rates, effective retroactive to April 1, 2024, were recently confirmed and dates for implementation of the new salary rates are still to be determined.

As a Senior Planner, you will work in a team to provide project leadership and policy expertise in the development of policies, legislation, and operational guidelines.


The Planning Policy Branch is responsible for providing leadership and innovation in provincial land use planning through legislative, regulatory, and policy tools to support an efficient planning system and promote the development of complete communities.

What can I expect to do in this role?In this position, you will:

  • Lead, plan, coordinate and carry out complex land use planning projects, consultations and make recommendations
  • Lead the development of policy/research papers, policy/legislative options, cabinet submissions, presentations and briefing materials on a range of land use planning policy topics/issues
  • Provide technical expertise and guidance to staff
  • Research emerging issues, provide advice to senior ministry staff and other ministries
  • Collaborate with internal and external stakeholders and lead consultations on land use planning policy topics/issues
How do I qualify?Policy and

Technical Expertise:

  • You have knowledge of and demonstrated experience with land use planning systems and processes and related fields (e.g. environmental planning).
  • You have knowledge of and demonstrated experience with policy and program development and policy decision making processes.
  • You have the demonstrated ability to interpret, apply and develop possible revisions to related planning legislation, regulations, policies and programs (e.g. Provincial Policy Statement, the Planning Act, Greenbelt Plan).
Project Management, Leadership and Research and

Analytical Skills:

  • You have the proven ability to lead multidisciplinary teams and project-manage the various stages of a project from preliminary implementation planning through to impact analysis, and undertake effective project tracking.
  • You have demonstrated experience to research and assess quantitative and qualitative information, analyse findings, evaluate strategies, identify issues and impacts, develop options, provide advice and make recommendations on planning issues.
  • Demonstrated ability to respond to immediate requests for information, meet tight deadlines, and make decisions that are guided by government policy/program practices
  • Time management and organization skills to balance competing priorities
Consultation, Negotiation and

Relationship Management Skills:

  • You have proven consultation and relationship management skills to work effectively and establish credibility with all levels of contacts both internal and external, and to participate in and lead working groups, consultation processes, and to discuss and exchange information.
  • You have demonstrated ability to build consensus, negotiate, mediate and conflict resolution and facilitation skills to lead and work with policy teams to identify issues and formulate solutions.
Communication and Presentation Skills

  • You have demonstrated written and verbal communication skills to prepare presentations, research papers and briefing materials to effectively document and communicate in neutral manner complex information and make recommendations to senior management, staff, other ministries and stakeholders.
  • You have proven consultation and collaboration skills to lead and participate in working groups, consultation processes and to discuss and exchange information.
  • You have presentation skills to provide research findings to senior staff on branch policy and program development projects.
