Job Summary

The City of New Westminster is seeking a compassionate and experienced professional to join our Crises Response Team. As a Community Safety and Compliance Officer, you will work closely with bylaws staff to support people experiencing homelessness and connect with those living in encampments. Your role will involve advising on staff safety, coordinating with outreach support workers, and ensuring compliance with City bylaws.

Key Responsibilities
  • Conduct regular safety patrols and welfare checks of unhoused individuals throughout the City.
  • Provide oversight and direction to the Crises Response team to ensure their safety and adherence to established safety policies and protocols.
  • Determine the appropriate response for addressing encampments, considering the safety of staff and individuals.
  • Inspect, investigate, and seek compliance of City bylaws related to encampments.
  • Respond to calls for service from the community, addressing issues and providing education.
  • Liaise with community stakeholders, City departments, and service providers to support unsheltered individuals and gain compliance with City bylaws.
  • Connect with people who are unhoused, establishing clear expectations and requirements for compliance.
  • Recommend policy and procedure changes to improve safety and well-being.
  • Develop strategies to deal with various situations, including gaining voluntary compliance.
  • Coordinate with the City's homelessness livability supervisor and outreach workers to provide culturally appropriate services.
  • Deal confidently with crisis situations, prioritizing worker safety.
  • Identify and develop relationships with organizations supporting unhoused individuals.
  • Perform safety-related audits and risk assessments of public spaces.
Requirements
  • Ability to work with vulnerable populations, including those experiencing homelessness and mental health issues.
  • Two years of recent experience in social work, outreach, or bylaws, working with unsheltered individuals.
  • Certificate in Community Mental Health Work or equivalent is considered an asset.
  • Bylaw Compliance, Enforcement, and Investigation Skills Level 1 or 2 is considered an asset.
  • An Indigenous background or experience with Indigenous culture and practices is an asset.
  • Exceptional note-taking, file management, and report-writing skills.
  • Physical ability to carry out the duties of the position.
  • Ability to work non-standard hours.
  • Occupational First Aid Level 1 and Naloxone training.
  • Class 5 Drivers' License.
