Job SummaryThe Senior Manager, Vendor Management is responsible for overseeing all aspects related to CN's locomotive and railcar contract shops across the United States (U.S.) and Canada. The incumbent develops a team of highly skilled individuals responsible for executing CN's maintenance plan and is solely accountable to deliver the appropriate safety training. The position negotiates contracts critical to controlling cost and establishing accountability of service providers. Additionally, the role is responsible to ensure all work performed is in accordance with CN, Original Equipment Manufacturer (OEM) and Regulatory requirements. The role is directly accountable for all aspects related to Contract Shop performance as it pertains to the availability and reliability of assets, cost, and out of service time.
Main ResponsibilitiesProject Management· Oversee all locomotive and railcar activities outsourced to contract shops with delegated responsibilities to two System Managers and four Project Managers
· Secure external labor capacity, as needed
· Establish a line of communication throughout the industry with the ability to clearly convey CN expectations
· Develop an annual external maintenance plan in collaboration with other business functions (Mechanical and Procurement and Supply Management (P&SM)) and provide subject matter expertise to shop capacity and capabilities
· Develop a timeframe of project completion dates, measure performance, and initiate incentives and penalties
· Communicate early and often to internal stakeholders, any capacity issues as they relate to planned and unplanned shopping events
· Work closely with Reliability to ensure work scopes for all types of locomotive and railcar repairs are clear and concise
· Ensure all planned maintenance and modifications are performed to OEM, CN, and Regulatory standards
· Resolve all issues related to services provided by the Contract Shops
· Engage internal and external resources, with a high sense of urgency, when the planned release for an asset is at risk
· Conduct regular site visits in the U.S. and Canada
· Maintain daily communications with shops and site representatives to ensure projects are on schedule
· Direct two Managers with four additional delegates at the site management level to perform quality audits, offer technical assistance, oversee work processes and measure adherence to the maintenance plan
· Report progress reports to cross functional departments and all levels of management to include Vice-President of Mechanical, Senior Director of Business Support, Chief of Mechanical Operations, Senior Director of Reliability, Senior Director of Planning, and Procurement and Supply Management
Performance Management· Develop and handle the annual budget
· Establish dwell targets and create Key Performance Indicators (KPIs) to measure overall success and identify opportunities for improvement
· Develop and maintain a Contract Shop Budget scorecard comprised of monitoring labor hours for locomotives and railcars, annually
· Lead quarterly review discussions with shop owners highlighting all aspects of performance and CN expectations
· Report results with contract shops as well as with the Vice-President of Mechanical, Senior Director of Business Support, Chief of Mechanical Operations, Senior Director of Reliability, Senior Director of Planning, and Procurement and Supply Management
· Measure the level of quality based on in-shop inspections and post-release failures due to workmanship issues
· Initiate root cause and corrective action (RCCA) following all suspected failures
· Engage violating shop with findings
· Initiate penalties for failures
· Ensure all locomotives and railcars released from contract shops meet U.S. and Canadian regulatory compliance
· Confirm work instructions are effectively communicated to System Managers and Site Representatives for shop distribution
· Provide service advisories to address any OEM recalls or other known issues that may affect the safety and reliability of CN's locomotives
· Submit KPIs and routine reports to Vice-President of Mechanical, Senior Director of Business Support, Chief of Mechanical Operations, Senior Director of Reliability, Senior Director of Planning and Procurement and Supply Management
Budget Management· Communicate to System Managers, the annual allowable spend on various projects
· Monitor performance and engage Finance in the event of overages based on locomotive condition
· Perform Goods Receipt for final payment on all invoices at all Contract Shops
· Perform monthly reconciliation of hours and dollars spent
· Maintain monthly Contract Shop budget for all capital and operational spend
· Submit monthly and annual forecasts for locomotive and car expenditure at Contract Shops
Contract Negotiations and Management· Collaborate with P&SM on contract terms for all operational aspects (e.g., work scope costing, production planning, dwell times, quality, material management, etc.)
· Establish terms of performance measurement
· Maintain and analyze performance data to utilize for decisions to award future business
· Handle vendors based on commercial agreements and ensure they are held accountable for deliverables, with penalties if necessary
· Act as Subject Matter Expert (SME) by leading and providing insight to contract negotiations
Continuous Improvement and Best Practice Implementation· Observe and document processes within the shops
· Develop continuous improvement activities and implement best practices in an effort to improve overall efficiency and reliability
· Cultivate a culture of operational excellence
Warranty· Participate in the inspection and root cause analysis of failed parts and services in collaboration with Reliability
· Initiate corrective actions to failures and engage Procurement and Supply Management, as required
Working ConditionsThe role is performed in a combination of office and outdoor environments with various weather conditions with a regular workweek from Monday to Friday. The role requires working nights and weekends regularly. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and stress. The role requires minimal travel (15%) across Canada and the U.S., at time without prior notice.
RequirementsExperienceLocomotive and Railcar Maintenance
· Minimum 7 years of locomotive or railcar maintenance experience
· Minimum 5 years of managerial and project management experience
· Minimum 2 years of experience with Federal Railroad Administration (FRA), Transport Canada regulations and contract negotiations
Education/Certification/Designation· Bachelor's Degree in Commerce, Business, Engineering or equivalent experience
