We are excited to recruit for the position of Manager, Assessment Services. With a current population nearing 16,000 properties, this team oversees all residential and non-residential property assessments.

The Assessment team connects directly with residential, commercial and industrial property owners to determine the market value of properties and fulfill the resources required to provide Cochrane's municipal services to all residents.

The Manager, Assessment Services will connect issues management and build systems to support the team and the operational direction of activities related to property assessment for Cochrane. They will ensure the completion of a defendable annual and supplementary assessment and property rolls for residential, commercial, and industrial properties within legislated timelines that meet all legislated provincial assessment standards. You will lead a team of hardworking professionals dedicated to supporting Cochrane's commitment to transparency, good governance and ensuring legislative requirements are met.

Some of the responsibilities include:

Develops, manages and reports on the Assessment Services annual Business Plan, Operating Budget and Capital Budget, ensuring alignment with the organization's Strategic Plan. Including, forecasts of new growth to assist in the preparation of tax revenue calculations for future years.Makes valuation judgments for various property types and consistently applies those to properties to determine fair, equitable and defendable market values for assessment purposes.Responsible for the development and annual refinement of mass appraisal and multiple regression valuation models for all property types as required.Analyzes assessment processes for internal controls and sales ratio studies for quality assurance, audit and equalization reporting and recommendation of improvement measures.Prepares files and presents evidence before the Local and Composite Assessment Review Boards (LARB & CARB) in defense of assessment valuations. Presents both argument and evidence for a wide range of assessment appeals.Develops strategic and operational plans and longer-term direction for assessment activities of the division, including forecasts of new growth to assist in the preparation of tax revenue calculations for future years.Negotiates with taxpayers in a variety of situations which may include telephone inquiries, open house, field inspections, appeal boards, emails and correspondence.Provides public presentations to various levels of government, special interest groups, council, committees, auditors, assessment appeal boards, property tax agents and other stakeholders.Performs on-site physical inspections for all types of non-residential properties and assists with onsite physical inspections of residential properties as required. Provides training, coaching, leadership, and support to Assessment staff to monitor and refine job performance standards and performance management, as well as the hiring of new staff.Creates a positive team-oriented environment through employee development, engagement, and motivation.Collaborates with other managers and direct reports to ensure a strategic and sustainable approach to business planning and budgeting seeking cost and operational efficiencies.Acts as liaison with the Provincial auditor and completes and reports the annual changes to the municipal assessment base and fulfills legislated role of Appointed Assessor.
If many of the following characteristics and skills describe you, we want to meet youUniversity graduation in a related field plus 5 years of progressively responsible related experience in property assessment; or a related diploma and 6 years of progressively responsible related experience in property assessment.AMAA, CAE, or AACI designation and successful completion of the Real Property Assessment Certificate or the Appraisal and Assessment Diploma would be considered a strong assetUnder Section 284 of the Municipal Government Act, this position is designated as the Appointed Assessor.Minimum of 2-4 years of supervisory experience.
