The Privacy Lead plays a crucial role in ensuring compliance with the Personal Health Information and Privacy Act (PHIPA) and the Freedom of Information and Privacy Protection Act (FIPPA), and is responsible for data collection, investigation and reporting focused on access to information requests and privacy incidents.
The Privacy Lead will provide consultative services to staff related to privacy and will be responsible for supporting privacy practices in accordance with organizational requirements, best practices, legislative and regulatory requirements for promoting data quality. This role will play a key role in leading and participating in Privacy Impact Assessment (PIA) work, investigations in privacy breaches, auditing user accesses to PHI and contributing to the implementation of a privacy framework across Ontario Health atHome.
What will you do?
- Support the Privacy Office in implementing, sustaining, monitoring and improving a comprehensive privacy program in a complex healthcare environment.
- Enable and enforce robust processes and procedures for ongoing compliance with the Personal Health Information Protection Act (PHIPA), and Information and Privacy Commissioner (IPC) best practices and orders.
- Ensure release of information (PHIPA) and freedom of information (FIPPA) requests are fulfilled and compliant with the associated legislative acts
- Contribute to the identification, implementation and maintenance of Ontario Health atHome privacy policies, in coordination with leadership
- As a key member of the Privacy Office, ensure the privacy and security of personal health information
- Create and deliver provincial privacy education
- Conduct Privacy Impact Assessments to identify privacy risks and potential mitigation strategies
- Review or prepare Agreements and assess for privacy risks and appropriate privacy controls and language.
- Lead investigations into internal (staff) and external privacy breaches
- Act as a subject matter expert for staff related to PHIPA, FIPPA and other privacy topics
- Proactively monitor the legislative, regulatory and best practice developments and trends, which may impact the organization; informing management of pertinent operational requirements, legislative and regulatory matters.
- Develop audit procedures and test external partner access to patient information to identify privacy breaches.
- Create and recommend new forms and statistical collection tools for external partners related to obligations such as privacy incidents and corrections done under PHIPA.
- Analyze organizational data to extract information, develop and present reports which can be sued by leadership for planning, decision-support and quality improvement initiatives
- Provide consultative and analytical support regarding collection, interpretation, analysis and presentation of information focused on privacy
What must you have?
- University Degree in related field
- 2-3 years working with health information; experience in a hospital, home care or long-term care environment preferred
- Formal training in access and privacy (Certified Information Privacy Profession, CIPP or equivalent) is an asset
- Knowledge of legislative standards with respect to confidentiality, security, privacy, disclosure of information, documentation standards, records retention and destruction
- Knowledge of Personal Health Information Protection Act, 2004 (PHIPA)
- Understanding of information and data flows throughout an organization (collected, used, disclosed, retained and protected)
- Ability to handle sensitive information with a high degree of confidentiality and professionalism
- Excellent communication, interpersonal, and organizational skills
- Ability to gain buy-in and support for recommendations and policies from internal and external partners
- Strong computer skills including MS Office Suite - Word, Excel, PowerPoint, and Sharepoint
- Proficiency in French is an asset
