Job Description:

PURPOSE OF POSITION

Accountable for providing leadership in the delivery of governance and risk modelling frameworks and associated programs, services or initiatives in support of the Pension Benefits Guarantee Fund (PBGF), overall PBGF strategies and data management and innovation within the Pension Sector.

Leads the development, management and reporting on PBGF sustainability and modernization, and the integration of data analytics and process automation to revolutionize pension data management within the Pension Sector. Oversees the design and implementation of initiatives aimed at optimizing data analytics, enhancing operational efficiency through automation, and fostering a culture of innovation and streamlining internal processes for ongoing enhancement of operational frameworks within the Pension Sector.

KEY RESPONSIBILITIES
  • Oversees the delivery of section programs/services/initiatives including, but not limited to the implementation of the Pension Automation and Transformation strategy and managing activities and deliverables of the FSRA Statutory Funds Advisory Committee of the FSRA Board, the PBGF Management Committee, monitoring/managing FSRA appointed administrators, coordinating all insolvency related proceedings and claims against PBGF, coordinating the preparation of regular reporting to the pension sector regarding the PBGF while ensuring consistency with overall department or sub-function performance measures, standards, and best practices and integration with overall FSRA directions.
Pension Automation and Transformation (PAT)
  • Collaborates closely with the Head of Pension Strategic Initiatives to craft and execute strategic initiatives aimed at optimizing data analytics and process automation within the Pension Sector.
  • Leads the planning and execution of comprehensive data analytics and process automation programs, ensuring alignment with broader departmental and FSRA objectives for pension plan management and supervision.
  • Oversees efforts to leverage advanced analytics tools and automation technologies to enhance operational efficiency, streamline processes, and drive innovation within the Pension Sector.
  • Provides visionary leadership in fostering a culture of innovation and continuous improvement, championing the exploration and adoption of emerging technologies to elevate pension data management practices.
  • Directs cross-functional initiatives aimed at maximizing the benefits of data analytics and process automation, driving transformative change across operational frameworks and processes.
  • Cultivates and lead a high-performing team of data analytics and automation professionals, fostering a culture of excellence, collaboration, and innovation.
Pension Benefits Guarantee Fund (PBGF)
  • Oversees the development and implementation of PBGF programs/services/initiatives, including strategies, plans, methods, tools, and processes to meet the requirements of the Pensions Benefits Act and regulations including modernizing related internal and external governance structures, centralizing all insolvency-related activities, risk modelling and assessment, as well as overall PBGF strategic plans and priorities.
  • Provides program/service/initiative expertise and advice to FSRA management and staff in response to issues and risks to achieving FSRA mandate, providing evidence-based recommendations for change.
  • Manages the section and its staff to support an environment and culture of service excellence which respects diversity, encourages all employees to work together to achieve results and contribute to a healthy, rewarding, and productive working environment where personal and team accountability are key to meeting the mandate of FRSA. Accountable for building a strong team including hiring, orienting and training of staff, determination of performance standards and conduct of performance reviews, managing employee relations matters.
  • Works with the Head in developing overall department/sub-function operational plans and the development and reporting on performance metrics, program effectiveness, risks and impacts related to section, department and overall FSRA matters. Accountable for the management of the section budget.
  • Champions and leads critical change and a new collaborative, forward thinking culture within the section, and works with others to achieve this across the department or sub-function.
  • Promotes and drives innovation and continuous improvement throughout the section and across FSRA related to section programs, services and initiatives.
  • Oversee the delivery of section programs and initiatives, ensuring adherence to departmental performance metrics, standards, and best practices.
  • Collaborate with the Head in developing departmental operational plans, reporting on performance metrics, and contributing to overarching FSRA initiatives.
  • Collaborates with colleagues on departmental priorities for FSRA and act as a senior representative when required.
  • Champion transformative change and cultivate a collaborative, forward-thinking culture within the section and across the broader organization.
  • Lead or participate in key projects representing the section's interests in program and initiative decision-making.
  • Develop and nurture stakeholder relationships impacted by section programs, services, and initiatives, leveraging feedback to drive continuous improvement.
QUALIFICATIONS

Education and Experience
  • Bachelor's degree in Business, Mathematics, Data Analytics, related field, or equivalent, coupled with relevant professional experience.
  • Actuarial certification of ASA or FCIA.
  • 8-10 years of progressive experience in planning and executing programs, services, and initiatives in data analytics and systems, with a focus on the pensions sector.
  • Expertise in working within a larger relevant function or department, with industry-specific experience preferred.
Knowledge and Skills
  • In-depth knowledge and understanding of pension data, actuarial and risk analysis, and compliance issues at provincial and federal levels.
  • Analytical, evaluation and problem-solving skills to identify operational requirements, emerging information and data trends/ issues.
  • Excellent verbal and oral communications and stakeholder management skills required.
  • Leadership skills to directly supervise all leadership positions and establish individual goals as well as build and lead high-performing teams, ensuring that all team members are aligned and collaborating to achieve organizational results.
  • Ability to develop strategies, plans, and decisions, and communicate them to executive leadership.
  • Ability to convey technical matters in a comprehensive and easy-to-understand manner.
  • Demonstrated strategic orientation with strong stakeholder experience with senior executives and understanding of the wide range and complexity of risk related issues within the pensions industry
