The Community Services I&IT Cluster (CSC) of the Ontario Public Service serves the Ministries of: Training, Colleges and Universities (MTCU), Education (MEDU); Municipal Affairs and Housing (MMAH) and Tourism, Culture and Sport (MTCS).

Data Collection & Decision Support Solutions Branch (DDSB) supports the ministries by providing information management tools that help enable public policy decision making, business and strategic planning, program support, comprehensive review and continuous improvement.

The role will be working in the Digital Learning and Visualization Technologies Unit of DDSB.


The Digital Learning and Visualization Technologies Unit work on many different projects including Cloud solutions, Data Collections, Data Warehouse and Business Intelligence solutions.

These tools collect data and transform it into meaningful information, enabling evidence-based strategic, tactical, and operational insights and decision-making.

What can I expect to do in this role?As a senior team member and subject-matter expert, you will:

  • provide technical leadership and oversight on Quality Assurance (QA) planning, monitoring and execution for application development and maintenance projects
  • lead the selection of methodologies, techniques and tools for quality assurance and design and implement testing plans and schedules
  • provide advice and direction and lead project team members in developing test scenarios/scripts, using automated test tools, performing testing to conform with technical specifications, developing performance measures and evaluating results
  • liaise with clients, analysts and developers throughout development lifecycle to confirm /validate business requirements, technical design, adequacy of technical documentation, and overall satisfaction
  • research the QA and testing technologies market-place to find and evaluate new technologies that have technical and business value
How do I qualify?Quality assurance and technical knowledge:

  • You have strong foundations in Systems Development Life Cycle (SDLC) and related processes as they apply to QA and application and database testing.
  • You have knowledge of application development and systems using structured methodologies to design, develop, implement and maintain applications and enable QA to be built into every stage of development.
  • You have experience with test management software and establishing quality metrics.
  • You are proficient in accessibility and mobile application testing.
  • You have good hands-on technical skills in using tools (such as eSMT, HP ALM, HP UFT, Selenium, HP Loadrunner, DevOps) for functional testing, non-functional testing, performance testing, system level integration testing and defect management.
  • You have experience supporting user acceptance testing and participating in UAT activities
  • You have an eye for finding defects in requirements, technical design, user experience and functionality of applications.
  • You have a broad understanding of all components required in software solutions delivery including networks, systems to help in planning and executing performance / functional tests.
  • You have experience in using screen readers (JAWS, NVDA) for accessibility testing and High Compliance Sherriff tool
  • You have knowledge of current methodologies for designing, developing and testing web applications which adhere to WCAG AA 2.0 for accessibility and which must run on multiple web browsers/different versions of web browsers
  • You have experience creating testing strategy documentation, test plans, test cases and test data for various types and phases of testing, including technical and business functional validation
  • You have experience with data migration, data profiling and Extract, Transform and Load (ETL) testing in a multi-dimensional Data Warehouse
  • You have experience in developing complex SQL queries in OLTP and OLAP data processing systems
  • You have experience with software development tools based on WebSphere/Java, Net framework, PL/SQL, Siebel CRM, Curam, Adobe, Crystal Report, Informatica and Oracle technologies
Business and systems analysis skills:

  • You know business and systems analysis techniques including process modelling and business process reengineering to analyse business requirements and system testing needs, and conduct root cause analysis.
  • You have experience with performance management including: setting performance indicators; deploying performance measurement tools and monitoring quality of other QA deployments and initiating corrective actions.
  • You have excellent analytical and problem-solving skills, take an innovative approach to tackling technical challenges, are able to think outside the box, and are driven to investigate the root cause of the issue.
  • You pay attention to details.
Communication and interpersonal skills:

  • You have experience providing leadership and direction to user acceptance testing (UAT) and Quality Assurance teams.
  • You are able to communicate effectively with management and technical teams as well as other business units, such as operations and release management teams.
  • You are people-oriented and can provide positive, effective leadership to team members.
  • You have excellent written and verbal communication skills.
Project management skills:

  • You have knowledge of project management methodologies to plan, execute and oversee testing of products to confirm quality and conformance to specifications and deliverables.
  • You thrive in a dynamic environment and aren't fazed by multi-tasking, managing shifting priorities, or following through on projects with minimal supervision.
  • You are able to work independently or collaborate with others on project teams, specifically Business Analysts, Developers and Operations team.
  • You have the ability to focus on deadlines and deliverables to ensure any defects and bugs are quickly addressed.
  • You have experience working in a fast-paced Agile or Agile-Waterfall hybrid development environment and cooperating with team members, such as Business Analysts, Developers ad Database Administrators.
