Job Description

Under the direction of the Chief Administrative Officer and through to the Joint Council Committee, this position is responsible for the strategic leadership, implementation and delivery of a large and complex, multi-program Department. The Fire Chief will be responsible for the overall management, direction and operation of Central York Fire Services. Responsibilities will include: contributing to the municipal strategy to ensure best practice in fire and emergency services to the Towns of Aurora and Newmarket; developing, implementing, managing and maintaining a comprehensive emergency management plan through sound business planning, budgeting and efficient operational practices; thorough knowledge and understanding of union negotiations and labour relations.

Job Requirements
  1. Post-secondary degree in Public or Business Administration and Fire Officer IV certification or a combination of extensive fire services training and progressive fire services experience.
  2. Significant senior management experience in the Fire Service.
  3. Community Emergency Management Coordinator (CEMC) training through the Office of the Fire Marshal and Emergency Management (OFMEM).
  4. Thorough knowledge of emergency management principles and theory, including hazard identification and risk assessment, emergency management systems, site management, emergency operations centres, emergency communications and plan development methodologies.
  5. Extensive demonstrated knowledge of applicable legislation, bylaws, legal proceedings, practices and principles of fire investigation, fire protection and fire prevention, and the ability to interpret legislation such as the Fire Protection and Prevention Act (FPPA), Accessibility for Ontarians with Disabilities Act (AODA), Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), Occupational Health and Safety Act, and Employment Standards Act.
  6. Strategic thinking skills with an understanding of the broader financial requirements, operational and business practices associated with running a municipal Fire Service.
  7. Proven senior level experience with budget preparation, report writing, program development, change management, team building techniques and project management skills.
  8. Excellent problem-solving, decision-making, facilitation, negotiation, interpersonal, presentation, customer service and verbal and written communications skills with the ability to effectively communicate at all organizational levels and with political representatives and the media.
  9. Proficiency in Records Management Systems (i.e. Firehouse), MS Office (Word, Excel, PowerPoint, Outlook, Teams), and other software applications.
  10. Ability to respond to evening and/or weekend emergency fire situations or other municipal emergencies within a reasonable timeline as well as attend evening and/or weekend meetings and special events as assigned.
  11. Valid Ontario Class G Driver's Licence.
  12. Due to the responsibility of this position, a Criminal Record and Judicial Matters Check satisfactory to the Town of Newmarket is required.
