The project:

The program is the largest transit infrastructure program in Canadian history. The program will transform rail services in the Greater Toronto and Hamilton Area (GTHA), providing two-way all-day train service and improved passenger experience with quieter and faster electric locomotives. The GO program includes early works, Off-corridor station and infrastructure upgrades, as well as an On-Corridor program to deliver new tracks, platforms, facilities, grade separations and electrification.

You'll be responsible for:

Directs multi-disciplinary teams of corridor leads, engineering manager, project manager/s and deputy project manager/s, including other specialists as the rise occurs.
Drives safety leadership from a figurehead position.
Manages client, consultants, contractors, and own project staff.
Identifies and analyses business risks.
Sets up effective management/assurance systems and procedures.
Manages activities with significant uncertainty of solution or outcome.
Looks to create a vision and set strategy.
Persuades and influences colleagues.
Creates high-performance teams and a common culture.
Directs the team on the recommendation and initiates change to project delivery plans, identify areas of improvement to put forward to relevant area in business and operating processes.
Interacts with clients and other stakeholders to ensure that objectives are being met.
Directs external relationships important for project delivery (e.g., statutory authorities).
Liaises with the VP, EVPs and PDT's from the various sectors, stations, early works, joint corridor early works, USRC, extensions, to ensure all works are aligned with the common-goal for the rail corridor and over-arching the program.
Acts as lead for compliance with the program health, safety, quality and environment processes for projects, sponsor audit of rail corridor, and project documentation, activities, and processes.
Develops and delivers implementation plans; establishing commercially beneficial delivery models and leading on innovation and best practice.
Stays up to date with key industry/professional trends through networking and Continued Professional Development (CPD)
Updates colleagues and clients on industry trends
Takes ownership to identify, solve and overcome challenges, whilst keeping other abreast of developments.
Delivers results, striving to exceeds the clients' expectations.
Represents MCS on professional institution/industry wide committees/boards etc.

You'll need to have:

Strong experience across all technical delivery requirements across program and project level set up and delivery of mega programs in a railway upgrade environment.
Naturally operates at a program level and distinguishes "the wood from the trees".
Demonstrable core strategic and delivery capability for setting up an organisation structure, delivery and integration with the customer / client vision and objectives.
Strategic and detailed understanding of construction methodology, innovative methods of delivery, technology, planning, delivery, site logistics, commercial and legal/contract issues.
Knowledge of contract and commercial procedures.
Excellent oral and written communication skills, clear and concise; good presentation skills.
Understanding of different types of contracts and able to give advice to clients.
Understanding of data management.
Proficiency in office technology, software and applications.
Well-developed decision-making skills.
Degree or equivalent with professional work experience in one or more specific disciplines in the rail project and rail construction delivery management disciplines
Membership with key industry professional/chartered institutions.
Positive and proactive approach to engaging with the various Project Delivery Teams (PDT's).
Detailed knowledge of key performance indicator monitoring and engagement, directly linked to monthly measurement criteria established.
Detailed knowledge of resource management, interface, and constraints management.
