Job Summary:

The City of Windsor is seeking a Planning Analyst to join its Planning Services department. This role involves researching growth and development issues, recommending land use policies, and facilitating public consultation.

About the Job:

  • Reporting to the Manager of Growth/Deputy City Planner, this position will be responsible for researching issues affecting growth and development in the community.
  • Research and prepare reports with recommendations as part of planning studies to the Development and Heritage Standing Committee, Committees of Council and City Council.
  • Facilitate public consultation, liaise with stakeholders, and undertake community outreach.
  • Research and prepare reports related to Official Plan amendments, Community Improvement Plans, heritage planning, and special studies.
  • Conduct statistical analysis and prepare projections on demographics and land use requirements.
  • Assist with the coordination of databases regarding land use patterns, population, and economic resources.
  • Conduct studies on physical, social, and environmental conditions, including those that promote walkable, strong neighborhoods and active transportation.
  • Conduct studies and develop policies related to local economic development.
  • Review and provide recommendations on policy initiatives proposed by senior levels of government.
  • Provide expert evidence at hearings of the Ontario Land Tribunal and other tribunals.
  • Provide advice to public agencies, community/neighbourhood associations, the general public, and internal service units of the Corporation regarding the key responsibilities of the Planning Department.
  • Perform Occupational Health & Safety duties as outlined in the Corporation's Health and Safety Program.

Qualifications:

  • University degree in Planning or related field or Ontario Ministry of Education equivalency and a minimum of four (4) years experience in planning or related field.
  • Full Member of the Canadian Institute of Planners (MCIP) or ability to attain full membership within three (3) years of accepting the position.
  • Ability to travel to off-site locations as required. If method of travel is by vehicle, a current valid and lawful Driver's Licence is required in accordance with the Highway Traffic Act.
  • Knowledge of the Planning Act and Ontario Heritage Act, related legislation, provincial policies, development review, and Official Plan amendment processes.
  • Excellent verbal, written, and visual communication skills, ability to make oral presentations, ability to develop and use graphic aids.
  • Proficient in the use of Microsoft suite of products, graphic software, and land based information systems. Proficiency in ArcGIS is desirable.
  • Excellent organizational and interpersonal skills.
  • Ability to solve problems and meet deadlines under pressure.
  • Knowledge of the Occupational Health and Safety Act, its regulations, and knowledge of the hazards associated with work.
