The Ontario Palliative Care Network (OPCN) is an organized partnership of community stakeholders, health service providers and health systems planners.

Together, the OPCN develops a coordinated, standardized approach to high-quality, sustainable and person-centred hospice palliative care for all Ontarians, regardless of age or disease type.

The OPCN Secretariat, a part of Ontario Health, executes the mandate of the OPCN, and supports the operational and tactical activities of the OPCN.

The Senior Specialist works with the OPCN Secretariat team to support the implementation of key areas in the Action Plan and work on the Compassionate Care Act.

The Senior Specialist is a project lead for program specific knowledge, supporting evidence gathering and analysis; they will also hold key relationships with stakeholders.


They will:


Lead processes required to gather necessary inputs for the review of current palliative care funding and cost, starting in community settings.

Identify and, where necessary, refine the implementation of existing accountability levers and structures to drive effective and efficient service design and delivery of equitable and integrated palliative care


Leverage the care pathways outlined in the models of care for palliative care to assess the associated costs, and gaps in current funding models across care settings.

Where Indigenous communities wish to be involved, provide support to Indigenous communities and Indigenous organizations for their implementation efforts.

Here is what you will be doing:


Responsible for supporting the manger with the financial management required to support provincial implementation of the model of care: including but not limited to: transfer payment agreements, preparation of funding plans or recommendations, and providing advice to OH Regions and management on financial and funding matters.

Facilitate the provincial program's monitoring of and required contributions to agreements, such as:

identify and apprise management of imminent problems, issues, conflicts and potential political risks and impacts.

analyze financial implications of planning, integration and allocation options or decisions


Ensure that the funding strategy aligns with and achieves the strategic priorities set out in the organization's overall Strategic Plan and is tied to its Mission, Vision and Values.

Oversee requests for call for proposal process to identify new investment opportunities.

Support teams to ensure health service provider and service provider organization adherence to health service accountability agreements.

Provide monitoring and analysis to keep implementation of the Delivery framework on time and on budget.

Apply required project management standards, processes and tools.

Conduct regularly scheduled status reviews and escalates key issues/risks; proposes and executes solutions to address challenges or mitigate risks.

Support the managers, team leads and other team members in the development and maintenance of work plans to ensure completion of deliverables on time, and escalate project risks as appropriate

Develop various products including but not limited to briefing notes, analytical reports, executive summaries, status updates and presentations to support internal and external communication, business reporting and decision-making

Conduct qualitative and quantitative analyses to support project and/or program goals, as required

Here is what you will need to be successful:

Education and Experience

Bachelor's degree in Health Science, Health Administration, Public Health, Business Administration, Health Informatics or related discipline, or equivalent education/experience.

Master's Degree in one of the above disciplines is an asset.

5-7 years of experience within the healthcare community in a finance, decision support, analytics & reporting, project management or health system planning, and/or a similar role

Knowledge and experience of the Ontario healthcare system/ knowledge of accountability agreements and contract performance management and related issues is considered an asset

Certification and/or advanced knowledge/skills in quality improvement, project management, and/or change management is preferred.

Financial acumen

Experience with palliative care projects is preferred.

Experience with community health organizations or long-term care homes is an asset.

Knowledge and Skills


A commitment to developing a coordinated and standardized approach for delivering palliative care services for all people in Ontario, regardless of their age or illness.


A strong understanding of Ontario's health care system and key provincial priorities for palliative care and broader health system improvement with knowledge about healthcare delivery in the community and hospital sectors.


Strong expertise in using data from qualitative and quantitative analyses and other sources to advance QI including supporting completion of literature reviews, jurisdictional scans and other data gathering/collection activities.

Excellent knowledge and facility in working with applications and tools used in data and information management (e.g., using MS Excel or other)

Expertise and experience analyzing, synthesizing and summarizing information into summaries, reports, briefs, business cases and other documents

Strong relationship-building skills, with demonstrated experience engaging and working in partnership with diverse stakeholders within the health care sector

Solid communication skills, both oral and written. Internally, communicates with colleagues throughout the organization to present, discuss information and problems related to planning and operations management. Externally, communicates directly with various stakeholders together with manager and/or director when required.

Strong skills and experience in QI, change and project management as well as operations management and performance management.

Able to function independently in managing assigned work including identifying and addressing arising risks/issues, with manager support as required.

Effective problem solving, critical thinking and analytic skills to support effective decision-making and risk/issue management.

Able to excel in a fast-paced and objective-based environment.

Excellent attention to detail with very good organization and time management skills.

Supports the advancement of equity, inclusion, and diversity across Ontario's health care system


Supportive in engaging with First Nations, Indigenous, Metis and urban Indigenous people as they self-determine their own approach to palliative care.

Advanced knowledge of Microsoft Outlook, Teams, Word, PowerPoint, and Excel
