Main Purpose and Function
The Technical Specialist is responsible for technical work in the field of Information Technology involving the installation and maintenance of systems consisting of "operating system software, hardware, and purposed-appliances in a physical or virtual, on-premise or off-premise environment" henceforth referred to as infrastructure.

The Technical Specialist is a subject matter expert on Microsoft Exchange servers, Identity and Access Management, Proofpoint email cyber security, RSA authentication and VPN systems, Lyris list manager server, Veritas Enterprise Vault email backup archiving servers, and Ipswitch FTP servers. The position recommends, designs, builds, configures, and monitors the performance of the infrastructure, investigates and resolves technical problems, updates infrastructure software to achieve maximum benefit from operational improvements and enhancements (functional and security) supplied by the vendor, and participate in the investigation of proposed infrastructure acquisitions and upgrades.

The Technical Specialist has access to confidential data, information relating to configuration and changes in infrastructure, methods and procedures of operations, all of which will require robust security practices.

Specific Duties/Responsibilities
Administration - 15%Participates in the development of standards, policies, systems, and applications.Oversees/advises on small projects and reports on work progress for new enterprise systems.Uses digital workflow platform to manage and update service requests and incidents.Follows all corporate policies, procedures and processes such as VanRIMS and ITIL.Monitors the Systems team's queue and applying ITIL best practices while working with IT Service Desk Software to resolve tasks and requests assigned to the team in a timely and efficient manner.
Analysis and Strategy - 20%Responsible for analytical work in planning, designing, supporting, monitoring, and maintaining the City's system infrastructure and services.Works with business customers to complete requirement assessments.Works with various departments to establish/install new technology and services.Participates in the assessment of existing and potential infrastructure equipment.Participates in conducting technical & IT industry research; reporting on industry trends, the feasibility of technologies and products and technology alternatives.
Monitor, Audit, Report, Document - 25%Monitors enterprise infrastructure and services according to project specifications. Infrastructure may include but is not limited to secure email gateway, mail systems and storage, servers, multi-factor security, and operating systems.Creates and updates documentation according to established standards for configurations, procedures, standards, and audit information.Creates and updates build documentation for new enterprise infrastructure systems.Documents system testing procedures and plans.Monitors and reports on systems' capacity, performance, and uptime.
Technical - 40%Provides operating support for the City's email infrastructure both on-premise and off-premise.Responsible for providing operating support for the City's Identity and Access Management (IAM) infrastructure.Maintains system uptime and integrity while adhering to City policies and industry best practices.Plans, designs, installs, configures, tests, and delivers enterprise system infrastructure and services according to project specifications.Investigates, reports, tests, identifies and resolves system software problems that affect the operational performance of enterprise systems and services and is in charge of working with external vendors or consultants in solving all technical problems.Provides problem resolution for calls referred by Help Centre.Configures and optimizes infrastructure hardware and software.Establishes and follows change control processes including functionality testing, including system security.Monitors and protects the security of enterprise systems.Implements automated audit trails and manages log processes of enterprise infrastructure.Performs all work while adhering to existing security policies.Plans and develops patching and upgrade schedules of infrastructure while adhering to industry best practices such as end-to-end testing.Plans for the replacement of end-of-life infrastructure.Other technical duties/responsibilities as assigned.
Minimum Qualification Requirements
Education and Experience:Related Post-secondary degree in Computer Science or Business Administration or an equivalent combination of education and experience. A Technical graduate degree would be an asset.A minimum of three years of related experience in a technical environment or an equivalent combination of training and experience.
Knowledge, Skills, and Abilities:Knowledge of current trends, standards, and products used in modern IT infrastructure and practices.Thorough knowledge of the characteristics and capabilities of IT infrastructure including computer hardware, purposed-appliances, and operating systems, on-premise, and off-premise.Considerable knowledge of Identity and Access Management (IAM)Considerable knowledge of server management techniques and procedures used within an enterprise IT infrastructure environment comprised of any combination of physical or virtual systems.Considerable knowledge of team-specific IT infrastructure and services (Service Catalog).Ability to collect, analyze, and evaluate information required for performance, capacity and availability management, and planning.Ability to monitor the performance of the team-specific IT infrastructure and services, identify problems and formulate solutions. Where appropriate, communicate and escalate minor concerns before they increase in severity.Ability to customize, test, and install new releases or enhancements or patches to vendor software.Ability to establish and maintain effective working relationships with users, staff/peers, and vendors.Ability to communicate effectively both orally and in writing.Ability to evaluate and make recommendations on proposed hardware and software acquisitions.Extensive knowledge of municipal business processes.General understanding of public sector legal requirements, guidelines, and processes.Ability to work under pressure, manage multiple priorities, and respond to requests promptly.Operational and basic project management skills: results-focused, collaborative, and team-oriented.Ability to meet transportation requirements.Ability to work with confidential and business critical data and pass an Enhanced Security Check.
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
