Job Description:

*NOTE : This is a Fixed-Term role up to 1 year.

Purpose of Position

Accountable for supporting the implementation of the new FSRA Pensions engagement strategy with pension plan administrators and ensuring that plans are well governed, risk mitigation strategies are in place, and rights of plan beneficiaries are protected

Key Responsibilities
  • Works with the Director and colleagues to develop, implement and communicate new concepts, approaches, and best practices to drive the relationship management strategy as part of the development and implementation of measured, graduated, and proportionate action plans, on-site examinations, and regulatory responses in a risk-based manner for plans where there may be a concern with respect to the pension benefits and rights of pension plan beneficiaries.
  • Leads discussions with subject matter experts across the Pensions Function (e.g., Pension Operations, Investment Risk, Actuarial, Advisory Services) and other internal stakeholders (Legal, Finance) to obtain and compile a range of complex issues, findings, and related documents regarding plans at risk and distressed plans.
  • Prepares a holistic summary of findings and key issues and works with the Director in developing and executing strategies, plans and approaches to engagements; ensuring the preparation of documents for use at engagement meetings. .
  • Plans and participates on engagement activities including targeted reviews, onsite examinations, and teleconferences with actively monitored pension plans involving plan administrators, their advisors, and various stakeholders; prepares meeting summaries requiring further action post engagement.
  • Provides technical expertise related to the management, negotiation, and resolution of significant, complex and/or sensitive pension regulation issues and as part of the conduct of financial audits/examinations.
  • Provides technical expertise, advice and recommendations related to the development, implementation and evaluation of pension legislation, pension policies and guidelines for the regulation of pension plans registered with FSRA.
  • Prepares reports of results, challenges, and recommendations as part of ongoing feedback loop.
Qualifications

Education and Experience
  • Degree in business, finance, actuarial science, accounting, auditing, mathematics, or a related field or a professional designation.
  • ACIA (Associate, Canadian Institute of Actuaries), FCIA (Fellow, Canadian Institute of Actuaries), CFA, or CA designation would be an asset.
  • Minimum of 5 - 7 years' pension-related industry experience with understanding of the financial, actuarial, and operational aspects of pensions plans to provide a holistic approach to issues analysis and management.
  • Experience in managing pension plans in distress, companies in financial difficulty or similar recovery and restructuring situations.
  • Proven experience in the interpretation and application of provincial and federal pension legislation.
  • General risk management experience.
Knowledge and Skills
  • Skills and ability to drive and champion change for new approaches, best practices, systems and standards for proactive and collaborative approach to engaging with stakeholders
  • Excellent verbal and oral communications skills required. Ability to convey difficult messages in concise, comprehensive, authoritative and persuasive manners.
  • Knowledge of pension governance, risk management, regulatory review/audit principles and methods involving pension plan and understanding of corporate and pension plan insolvencies.
  • Knowledge of the design and management of pension plans, investment of pension funds.
  • Skills to prepare technical reports, project plans/reports and policy recommendations.
  • Proven analytical, problem-solving and negotiation skills to provide a senior advisory and negotiating role on complex pension administration issue
