Reporting to the Dean of the School of Access, the Director, Prior Learning Assessment and Recognition (PLAR) is a key position within the Centre for PLAR, providing visionary leadership for the academic application of PLAR within Camosun College. The position builds on the School's mandate to navigate and support access to post-secondary education and pathways within it.

The Director is an active, critical, and vocal champion of PLAR within the College's educational division, helping to ensure that PLAR activities are carried out in a collegial, rigorous, consistent, and transparent manner based on evidence through relevant academic research.

The Director is responsible for the advocacy of PLAR, both within the institution and to outside domestic and international stakeholder groups, as well as the successful and stable management of PLAR-related activities. As a knowledgeable champion of leading practices and the academic role of PLAR, the Director influences and shapes institutional policy and is responsible for setting departmental goals that are aligned with Camosun's strategic priorities.

Working with school leadership, the Registrar's Office, Faculties and Schools, and external partners, the Director, PLAR leads PLAR practices and ensures consistency of such practices in providing service to learners. This will include developing strategic partnerships that build the Centre's capability and expand the profile and footprint of the Centre for PLAR; establishing a multi-year plan focused on growing and extending PLAR services; building relationships and structures for faculty assessors; and establishing a cross-college steering committee in support of PLAR.

REPORTING RELATIONSHIPSThe Director, PLAR reports to the Dean of the School of Access and provides leadership for a team of individuals within the department.

ESSENTIAL JOB FUNCTIONS
  • Provides visionary leadership by overseeing key projects and initiatives that advance the objectives of PLAR and assess the demonstrated learning of PLAR applicants.
  • Advocates and educates others within the Camosun community on the purpose and practices of PLAR;
  • Provides collegial consultation to key stakeholders within and outside Camosun;
  • Examines, guides, and supports current practices in academic units at Camosun, and recommends best practices to Deans, department Chairs, and faculty members;
  • Works closely with academic units/departments that have existing or planned PLAR initiatives, to improve operational systems, coordinate efforts, and share ideas regarding successful PLAR-related initiatives across the college;
  • Creates, develops, and leads teams responsible for conducting PLAR evaluations;
  • Maintains quality assurance throughout the PLAR process.
  • Directs the development and implementation of PLAR systems and processes for Camosun's Faculties and Schools;
  • Informs institutional policy with respect to PLAR mandates, strategic plans, and initiatives;
  • Develops and implements long-range strategic plans, goals, and performance monitoring for PLAR at Camosun College;
  • In consultation with the Marketing department, directs the development of marketing materials (website, brochures, promotional items) concerning the Centre for PLAR;

General Administration
  • Assesses and evaluates services and programs; prepares statistical reports and surveys as required;
  • Represents Camosun College externally at provincial, national, and international meetings and policy discussions relevant to PLAR and the objectives of the department;
  • Develops and plans information-sharing and capacity-building activities including, but not limited to, seminars, conferences, workshops, short courses, and other programs and projects related to PLAR;

Budget and Purchasing
  • Develops and manages operational budgets in accordance with College policies and authority levels;
  • Leads the overall budget planning for the department and represents the department in College budget development;
  • Ensures resources are allocated in alignment with department priorities;
  • Monitors and reviews budgets and provides timely and relevant information for budget forecasting;
  • Approves department expenditures within authorized limits;
  • Assesses and evaluates services and programs; prepares output and benchmark reports
Human Resources Management
  • Establishes and maintains a positive, respectful, and inclusive work environment through adherence to human resource policies, processes, and best practices
  • Provides information to department about strategic and operational developments within the College that affect their working environments, both in the short- and long-term;
  • Encourages and supports learning and development within the department
  • Creates opportunities to enhance employee engagement within the department;
  • Leads all practices and procedures related to recruiting, selecting, training, developing, motivating, and evaluating of employees; ensures appropriate performance management and review processes are on place and utilized;
  • Acts as a first point of contact to interpret, administer, and manage within respective collective agreements; participates in college-wide labour relations activities as required.

OTHER FUNCTIONS AND RESPONSIBILITIES
  • Actively participates in a number of College and cross-divisional committees and projects;
  • Performs other related duties as assigned
Qualifications
  • Master's Degree in a related field (i.e., higher education, adult learning) and five (5) years' progressively responsible experience in supporting PLAR programs and initiatives; or
  • an equivalent combination of education and experience.

KNOWLEDGE, SKILLS AND ABILITIES
  • Familiarity with domestic and international trends in PLAR research and practices;
  • Significant instructional experience in a post-secondary environment;
  • Significant experience in educational administration in a post-secondary environment, including familiarity with common institutional practices as they relate to PLAR;
  • Demonstrated ability to create/articulate a strong vision by working effectively with a diverse range of people including senior administrators, students, faculty, staff, and external contacts including government agencies.
