Reporting to the Director, Health Sciences Library and Data Stewardship, the Data Analyst provides strategic planning, institutional analysis, data analytics, and data modelling support for NOSM University. This position provides the University with information, analysis and services that support effective and informed decision making, policy formulation, planning and predictive analysis. The Data Analyst supports the development of data modelling methodologies and data governance best practices and is responsible for building, deploying, and maintaining data support tools and inventories. This includes working with a variety of stakeholders to support data initiatives at NOSM University such as ensuring legislative compliance, reporting for accreditation purposes, supporting the strategic plan and generally ensuring good data practices for NOSM U’s institutional data. This position is covered by the Terms and Conditions of the OPSEU Unit 677 Collective Agreement (Unit 2). A copy is available on the NOSM University website.

Responsibilities
Data Analysis/Modelling

  • Analyzes and verifies requirements for data completeness, consistency, comprehensibility, feasibility, and conformity to standards.
  • Classifies, validates and analyzes data sets using statistical methods.
  • Analyzes user requirements for reports, forms, queries, and data extraction.
  • Understands and translates needs into data models supporting organizational decision making.
  • Analyzes complex problems affecting University operations and recommends action to improve performance and efficiency, or to mitigate risk.
  • Prepares briefing notes and discussion papers recommending and advising the University leadership on data governance best practices.
  • Develops and deploys end-user practices and tools for data extraction, queries, and data manipulation in accordance with business processes.
  • Addresses data-related challenges regarding systems integration, compatibility, and multiple-platform integration.
  • Creates data models using best practices to ensure high data quality and reduced redundancy.
  • Optimizes and updates logical and physical data models to support new and existing projects.
  • Maintains conceptual, logical, and physical data models along with corresponding metadata.
  • Develops best practices for standard naming conventions and coding practices.
  • Recommends opportunities for reuse of data models in new environments.
  • Evaluates data models and physical databases for variances, discrepancies, and sources of potential risk.
  • Inventories administrative data according to accepted standards and develops data models and protocols for mining the University databases.
  • Guides others on data limitations and capabilities, performance requirements and interfaces.
  • Reviews existing software to improve efficiency and performance.

Data Strategy

  • Liaises with University units and programs (UME, PGE, PA, NODIP, etc.) to support administrative data collection events.
  • Liaises with relevant external stakeholder groups (e.g., College of Physicians and Surgeons of Ontario) and organizations to ensure completeness and accuracy of administrative data.
  • Liaises with internal and external partners to coordinate the data for and to complete regular University reporting and support accreditation processes.
  • Ensures the accuracy of internal administrative databases with external (e.g., CPSO) databases.
  • Provides relevant administrative data to Researchers to support their research projects.
  • Assists in the preparation of reports for resource planning and public dissemination.
  • Responds to ad hoc requests and provides summary data about learners and graduates.
  • Assists in the development of data management policies and procedures.
  • Assists in the assessment of governance, stewardship, and frameworks for managing data.
  • Assists in the development and promotion of data management methodologies and standards.
  • Recommends the appropriate tools, software, applications, and systems to support data governance goals.
  • Creates informative visualizations that intuitively display large amounts of data or complex relationships.
  • Provides and develops training materials for related policies and procedures.
  • Supports the strategic planning process for the University, including monitoring, evaluation and reporting of related data.
  • Prepares reports for external (funding agencies, communities) and internal (Executive Group, Senate, Board of Governors, Data Governance) stakeholders.

Institutional Analysis and Risk Management

  • Responsible for improving strategic and operational decision-making across the University. In partnership with various stakeholders, solves difficult problems, and assists decision-makers to evaluate initiative results and with making strategic decisions.
  • Resolves issues by analyzing information, identifying and communicating solutions to stakeholders.
  • Assists in the development of business cases and proposals for new strategic initiatives, funding, or other initiatives.
  • Develops, organizes, and maintains various current and historical databases from which strategic analysis is derived. This includes integrating data, monitoring data integrity, and standardizing data elements and definitions.
  • Supports the process to identify, evaluate, mitigate, and monitor the University’s operational and strategic data risks.
  • Ensures the University’s data policies and strategies comply with applicable regulations.
  • Monitors and analyzes data risk within the University and develops reports on these risks to the Board, Executive Group and Management Steering Group (through Data Governance Steering Committee).
  • Supports the analysis of business continuity planning activities for the University, including Cyber Risk and Data Breach response plans.
  • Represents the Data Stewardship Office on committees and working groups as requested.

Qualifications

  • A Bachelor’s Degree in Computer Science, Statistics, Business, or a comparable field from a recognized institution with Canadian accreditation or an equivalent combination of education and experience is required.
  • A Master’s Degree in Epidemiology, Statistics, Business, Computer Sciences, or a comparable field is an asset.
  • Certified Analytics Professional (CAP) or Certified Data Management Professional (CDMP) is an asset.

Knowledge, Skills and Abilities

  • Minimum of five (5) years of related experience is required.
  • Experience in developing and analyzing data that supports institutional data governance.
  • Experience with NOSM U datasets and systems is an asset.
  • Experience in report writing and community profiling.
  • Experience with inferential data analysis.
  • Experience with analysis software.
  • Experience with online data dissemination.
  • Experience in project management.
  • Advanced skills in data analytics, modelling and security.
  • Advanced skills in working with Enterprise Resource Planning (ERP) systems, and Customer Relation Management (CRM) systems.
  • Advanced skills in analyzing large datasets.
  • Advanced skills with quantitative, qualitative, and mixed methods research designs.
  • Proficiency in using a variety of office software, including statistical and qualitative research software packages (e.g., SPSS, NVivo, ArcGIS).
  • Proficiency with relational, SQL and NoSQL databases.
  • Familiarity with NOSM U and its social accountability mandate.
  • Ability to work independently.
  • Demonstrated organizational skills and attention to detail.
