The Town of Tillsonburg is looking for a By-Law Enforcement Supervisor who would be responsible for the supervision and administration of municipal by-law enforcement and delivering Building and By-Law enforcement services.


This is a permanent full-time position with an excellent benefits package including immediate group benefits coverage, OMERS defined pension plan and free Employee Health Club Membership at the Tillsonburg Community Centre.

Hourly rate: $43.49 - $50.88/hour

Responsibilities
  1. Coordinates the day-to-day operations, scheduling, and assignment of work to staff including the prioritization of workload to ensure service standards are maintained.
  2. Responsible for the field supervision of staff and provides technical support and expertise relating to legislation, regulations, and by-laws for the purposes of education and enforcement.
  3. Fosters a positive, supportive, and collaborative team approach, manages conflict and provides coaching and mentoring to all direct reports.
  4. Delegates operational responsibilities, ensures task/assignment completion and addresses performance issues as required.
  5. Under the direction of the Chief Building Official, establishes performance criteria and oversees performance evaluations for all direct reports.
  6. Participates in the hiring and training of new staff and ensures staff professional development needs are met.
  7. Ensures equipment is readily available and in good working order for both bylaw enforcement and crossing guard related duties.
  8. Researches, develops, and evaluates policies, procedures, techniques, and technology making recommendations to the Chief Building Official.
  9. Refers sensitive, complex, or escalating matters to the Chief Building Official as required.
  10. Provides information, research and support for the creation and amendments to municipal by-laws and the setting of fines and short-forming process under the Provincial Offences Act.
  11. Compiles data and prepares reports in relation to municipal bylaw issues, bylaw enforcement concerns, and bylaw amendments for Town Council.
  12. Oversees the work of the Clean Yard and Property Standards bylaw subcontractors.
  13. Performs general municipal bylaw education and enforcement duties, including responding to inquiries, explaining the application of municipal bylaws, conducting inspections or investigations relating to complaints, issuing verbal or written violations.
  14. Prepares related documentation related to by-law enforcement activities including the preparation of witness statements, public correspondence.
  15. Initiates legal proceedings, including filing information, issuing summons and Crown Briefs with the appropriate court and serves as the municipality’s designate in court proceedings for expert testimony.
  16. Attends committee, community group, public and/or other meetings and events to provide bylaw related education or information.
  17. Liaises and collaborates with other regulatory bodies and agencies at all governmental levels including Fire Services, Police Services, Public Health, Ministry of Environment Conservation and Parks, and the Landlord/Tenant Board.
  18. Liaises and collaborates with other Town departments, partner agencies, stakeholders and community organizations.
  19. Provides input in the budget planning process in relation to both operating and capital expenditures.
  20. Ensures a respectful and harassment-free working environment.
  21. Ensures that all statutory licenses, qualifications, and certification of employees are maintained.
  22. Maintains professional competency and personal professional development.
  23. Ensures every reasonable precaution is taken to protect employees in accordance with the Occupational Health and Safety Act and regulations and ensures compliance with Town Health and Safety policies/procedures.
  24. Adheres to all policies and procedures for the Town.
  25. Performs other related duties as assigned.
Qualifications
  1. Post-secondary education in Protection, Security and Investigation, Law and Security, Police Foundations, or a related field.
  2. Two (2) years’ of progressively responsible experience in by-law enforcement or building code enforcement; an equivalent combination of education and experience may be considered.
  3. Two (2) years of supervisory experience.
  4. Certified Municipal Law Enforcement Officer designation would be an asset.
  5. Ontario Association of Property Standards Officer certification would be an asset.
  6. Proven people leadership skills with a commitment to employee development, coaching, and collaborative team building.
  7. Superior communication skills required; must be comfortable interacting with the public with demonstrated competency in de-escalation, mediation and conflict resolution and working collaboratively with community partners/stakeholders. Must also be able to concisely provide testimony or expert evidence in court related processes.
  8. Demonstrated resilience under pressure and the ability to remain calm, focused and observant in emotionally charged situations.
  9. Strong problem solving and decision making skills and the ability be motivated and self-directed while working independently.
  10. Excellent time management and organizational skills; ability to prioritize multiple demands and re-adjust priorities, oversee the development of work schedules, monitor progress towards task completion/goals, and addresses challenges as they arise.
  11. Capacity to retain and recall large amounts of technical information or detail key situational observations.
  12. High degree of attention to detail and effectively able to assess a situation or identify errors or omissions under pressure or time constraints.
  13. Ability to exercise discretion and tact and to maintain a high degree of confidentiality.
  14. Proficient in the use of technology including Microsoft Office (Outlook, Word, Excel, PowerPoint) and permit management systems.
  15. Strong research and analysis skills with the ability right precisely in order to produce reports, recommendations, or correspondence with the public.
  16. Advanced knowledge of municipal bylaws, the Provincial Offenses Act and other relevant legislation including knowledge of legal and court processes and capable of interpretation and application of legislative provisions.
  17. A valid Class G Driver’s licence in good standing with no more than six (6) demerit points.
  18. Successful completion of a Criminal Background check and Vulnerable Sector screening and the ability to maintain discretion and confidentiality.
  19. Ability to participate as an effective team member and to support and project values compatible with the Town.
Working Conditions
  1. Regular working hours are 80 hours per two-week period.
  2. Varied hours of work may be required if operationally needed.
  3. Physical ability to walk long distances, cycle, move about constructions sites, able to climb ladders, stairs, scaffolding and manoeuvre over uneven terrain on varying climate/weather conditions.
