Bechtel Infrastructure works in a Delivery Partner role within an integrated team with the customer organization for a Subway Project in Toronto, Ontario. The project scope includes the design build, operations and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being performed by three key PPP Contractors and multiple advanced early works (EAW) packages Contractors. Bechtel forms a key component of the overall Integrated Project Delivery team (comprising the customer, MX; the Technical Advisor, and Bechtel as the Delivery Partner).

Job Summary:

This management role requires interacting across the entire Integrated Project Team (employees from MX, IO, OLTA & OLDP), networking, listening, and identifying Learning and Development needs, strategizing how to meet those needs effectively, consulting with all parties, and then making it happen to support the organization. The candidate has to have credibility with senior managers and with employees, be able to relate to and communicate with various levels of the organization, supervise the tasks being performed by the training coordinator, and have the ability to work in a complex, multi layered, organization.

Major Responsibilities:

  • Conceptualizes and directs Learning and Development (L&D) strategies and programs to improve the Ontario Line results and develops, implements and evaluates progress and recommends changes when necessary.
  • Liaises with Ontario Line Department Heads and Delivery Segment Directors/ Managers to identify training needs and implements appropriate solutions, including complete management of instructor led training on-site as required.
  • Develops informational seminars / training programs for management and employees as needed, considering early career hire development needs to senior SME competencies tracking. Ensures that training materials and programs are current, accurate, and effective.
  • Conducts or facilitates required and recommended training sessions. This will include Delivery Partner or other corporate training programs. Maintains knowledge of new methods and techniques for training, and training requirements applicable to the organization and/or industry.
  • Prepares recommendations for submittal to OL management for establishment of new and/or revised training programs to meet specific L&D initiatives or problem areas and is then responsible for implementing these programs in collaboration with projects and functions.
  • In coordination with the department leads, reviews procedures and instructions periodically to assure they are current and applicable and provides recommendations where appropriate.
  • Oversees the evolvement and management of the IPT training Matrix and Calendar, in coordination with the training coordinator.
  • Works with the Training coordinator and liaise with IO/ MX/ TA/ DP to determine training sessions, the intended audience and the training facilitator(s).
  • Sets up a system that tracks and records all required training and associated attendance.
  • Creates and maintains training logs for individuals.
  • Liaises with functional leads and delivery managers to refresh training requirements (Quarterly).
  • Produces monthly dashboards covering all training elements.
  • Develops a KPI regime that measures success of the IPT Training Program.
  • Develops and Implements a competency matrix for the project.
  • Supervises the work being performed by the Training Coordinator.
  • Presents to the senior leadership team, on a quarterly basis, the Program performance and key initiatives being developed/executed.
  • Performs other related duties as assigned.

Education and Experience Requirements:

  • Bachelor’s degree in human resources, Business, Psychology or relevant discipline from an accredited university as well as 10-13 years of relevant experience or 14-17 years of relevant work experience in the absence of a degree.
  • Thorough knowledge and experience in learning and development processes, best practices and the ability to put them into action.

Required Knowledge, Skills, and Abilities:

  • Proven ability to work in a complex, multi-layered, organization.
  • Thorough knowledge of various training methodologies, models and programs.
  • Knowledge of the operations of the international engineering/construction industry.
  • Experience in one or more Human Resources disciplines (e.g. Training & Development).
  • Skill to conceptualize and develop independently appropriate L&D programs and/or policies in assigned areas of specialty.
  • Metrolinx/Rail experience would be beneficial.
  • Skill in the preparation and presentation of oral and written training programs, proposals and reports.
