We are experiencing exponential growth in our presence in Canada. In 1998, it was awarded for the construction, operation, and maintenance project for the Fredericton-Moncton Highway. In 2011, it was awarded a section of the Toronto-York Spadina Subway extension, the first modern subway infrastructure project in the city. This project was completed in 2018.


FCC Construcción Canadá has won a new contract to deliver the Pape Tunnel and Underground Stations section of the Ontario Line, together with the GO Rail Expansion-On Corridor Project and the Scarborough Subway Extension Stations, Rail and Systems Project reinforces FCC Construcción’s presence in the Canadian market.


Project Opportunity


We are looking for an experienced Permits, Licenses, and Approvals Coordinator to join our FCC Canada team assigned to the Pape Tunnel and Underground Stations Project.


Reports to: PLAA Manager


The PLAA Coordinator's key responsibilities are:


  • Establish and maintain working relationships with relevant Governmental Authorities and Stakeholders through the Contracting Authority Representative.
  • Review project documents (drawings, reports, and contracts) to identify permits & approvals requirements.
  • Assist the PLAA Manager in scheduling, arranging, and coordinating meetings with the city and other external stakeholders.
  • Have knowledge and/or experience with the City’s different types of permits and the processes of obtaining them.
  • Utilize the PLAA tracking system to track the progress of Permits & Approvals throughout the project.
  • Utilize and maintain a permit tracker to manage records of comments, responses, submissions, and resubmissions of permit applications.
  • Ensure that all plans and records relating to Permits, Licences, Approvals, and Agreements are uploaded into registries as required by Governmental Authorities and Contracting Authorities.
  • Identify potential issues affecting permits & approvals, define mitigation measures, and report to the PLAA Manager.
  • Arrange, schedule, coordinate, and align the PLAA team’s objectives with interdisciplinary cross-functional working groups, including but not limited to design teams, consultants, and construction teams.
  • Provide monthly input on various reports and spreadsheets on PLAA’s progress.
  • Monitor and track documents related to Lands, Property, and Access for the entire Project.
  • Negotiate with prospective property owners in the vicinity of the project to secure a Permit to Enter for testing and technical investigation.
  • Work integrally with the PLAA team to achieve objectives and provide coverage for the team members as needed.


Education and Qualifications


  • Minimum of 5 years of work-related experience.
  • A bachelor's or advanced degree from a recognized post-secondary institution in urban planning, engineering, environmental studies, architecture, or a combination of education, training, and experience deemed equivalent.
  • Possession of professional designations such as PMP, BCIN, OPPI, OAA, PEO, or OACETT is considered an asset.
  • Demonstrate excellent working knowledge of Microsoft Office, SharePoint, and Bluebeam.
  • Highly developed interpersonal and excellent communication skills to deal with complex multi-disciplinary issues.
  • Demonstrated ability to work in a fast-paced environment, effectively managing multiple and changing priorities.


Job Requirements


  • Working knowledge of design and construction industry practices is essential.
  • Sound knowledge of regulatory requirements, third-party permits, and approval processes, as well as environmental and property approvals pertinent to large projects.
  • Sound judgment, excellent problem-solving abilities, and exceptional attention to details
  • Experience with OBC and the Toronto Building Inspection process is considered an asset.
  • Working knowledge of land development principles, regulations, and practices is considered an asset.
  • Knowledge of and experience acquiring permits, licenses, and approval requirements for major infrastructure and transit infrastructure projects.
  • Knowledge of relevant legislation, procedures, and permit requirements, including the Ontario Water Resources Act, Building Code, Planning Act (Ontario), Metrolinx Act, 2006 (Ontario), Municipal Act (Ontario), railway corridor infrastructure, and related construction projects.
  • Ability to liaise with other specialty consultants, contractors, and Governmental Authorities.
  • Experience with large-scale infrastructure projects, preferably in the Province of Ontario.
  • Prior experience in a similar capacity or with working in or with the City of Toronto and Ontario Government would be an asset.
