Position Information
The Ottawa Hospital is seeking a dynamic leader to join our team at an exciting time of growth and innovation in mental health and substance use disorder service delivery. Reporting to the Executive Director, Clinical Operations, the Director, Mental Health & Substance Use Program is a member of The Ottawa Hospital Management Team and is responsible for setting and achieving the long term and short term operational, clinical, financial, quality and utilization/effectiveness goals for the portfolio. Key areas of active involvement include strategic and operational planning, resource allocation, utilization monitoring, quality initiatives and corporate concerns including legal and human resource issues.

Your knowledge of mental health and substance use combined with your sensitivity to risk, quality, and workplace safety, will allow you to advocate for a culture of continuous improvement and service excellence across the portfolio.
Rotation/Shifts
Days, 8 hour shifts.
What You Will Do
- Initiate and provide leadership throughout the development and implementation of portfolio/departmental goals, including communication strategy, scheduling, budgeting, resource management, stakeholder engagement, and change management;
- Develop, establish, and evaluate departmental processes to ensure efficient and effective business processes and delivery of services using best practices and professional standards, in compliance with all legislative and regulatory requirement;
- Provide evaluation and analysis on changing priorities, trends, emerging issues, and/or legislative requirements, integrating as necessary into service and operational planning activities;
- Ensure systems are in place for day-to-day coordination of human and physical resource utilization;
- Develop departmental best practices, policies, and procedures;
- Provide Senior Management with regular reports containing insight on day-to-day decisions, outlining organizational issues, gaps, and inefficiencies, and identifying opportunities for improvement/recommendations for addressing redundant and/or outdated processes;
- Provide leadership to portfolio Managers, Educators, and staff. Act as a liaison and subject matter expert for stakeholders;
- Chair/facilitate/represent the portfolio on committees/task forces at the hospital, provincial, and national level as required. This could include committees for administrative and clinical policy development and implementation (e.g., Canadian Nurses Association, Ontario Hospital Association, etc.);
- Exercise a high degree of independent judgement, initiative, and decision making while under severe time, financial, and political pressures;
- Facilitate development and engagement of staff and leadership team through performance feedback/evaluation, coaching, and mentoring, providing recommendations and access to learning opportunities as needed;
- Inspire, encourage, and support creative, innovative problem solving amongst employees;
- Define and communicate team objectives and workflow priorities, measuring operational performance and compliance through established metrics and indicators;
- Develop evaluation plans utilizing established targets and performance metrics to interpret and evaluate strategy effectiveness, activity outcomes, budget and resource utilization, and system data integrity;
- Provide progress reports and operational KPIs to Senior Leadership on a regular basis;
- Support/champion change management and continuous improvement of policies, processes, and procedures, and optimization of corporate goals, resource management, workflow, communication, and engagement strategies;
- Collaborate with other stakeholders, departments, and system partners to implement change and optimize/integrate processes across multiple operational areas;
- Oversee the integration and use of applicable systems, tools, equipment and/or technology;
- Conduct research to identify and monitor the interests and concerns of key stakeholders and partners;
- Coordinate risk assessments and issue reviews to ensure process improvements align with the Just Culture model;
- Coordinate and support effective resource management for budget, staff, supplies, and equipment;
- Plan, execute, and control department budget, including interpreting variances, following up on any discrepancies, and developing strategies to respond;
- Creatively manage the allocation, optimal use, and evaluation of human and material resources to support standards of practice for all disciplines;
- Lead development of capital, operating, and minor equipment budgets for the portfolio/department by reviewing reports and planning for future demands with appropriate consultation of stakeholders;
- Ensure systems are in place for day-to-day coordination of human and physical resource utilization;
- Develop portfolio indicators and monitoring systems to support portfolio and corporate quality initiatives;
- Identify ways to gain better value (defined as outcomes achieved per dollar spent) for TOH and actively measure through key performance indicators (KPIs).
- Master's degree in business or health administration, nursing, or other health-care related discipline; (or equivalent combination of management training and clinical experience);
- Bachelor's degree in nursing, other regulated health profession or other health-related discipline;
- Minimum of 10 years health-care professional experience in progressively responsible positions, preferably in an acute-care hospital setting, including managing large team(s) of professionals;
- Five (5) years of progressive leadership experience;
- Superior interpersonal and communication skills;
- Organizational and effective time management skills;
- Superior analytical, problem solving and decision making skills;
- Ability to work in a time pressured unionized environment;
- Good computer skills (Word, Excel);
- Knowledge of standards of practice in relation to all professional groups;
- Knowledge of nursing, nursing administration, hospital administration or other health-care related disciplines, and human and financial resources;
- Knowledge of Mental Health Act, Canadian Hospital Accreditation Standards, Health Disciplines Act, health care related laws/issues.
- Recent and relevant working experience in mental health and substance use;
- Proficiency in English and French - oral expression (advanced level) and comprehension (advanced level).
