Purpose:
The mission of York University's Office of Labour Relations is to facilitate effective labour relations between the University and the unions who represent York University employees. The Office strives for mutually respectful and reciprocal relationships that benefit the University and our employees, and that are consistent with and advance the desired culture of the University. As a key leader in the Office of Labour Relations, and reporting to the Assistant Vice-President, Labour Relations (AVPLR), the Director, Employee Relations provides professional and strategic advice to senior leaders on a wide range of labour relations issues and leads the Employee Relations Office in achieving effective labour relations with the University's operational and support staff bargaining units. The Director leads a team that serves as the University's key liaison with all six of its operational and support staff bargaining units and is responsible for:

  • the negotiation interpretation, and application, of operational and support staff collective agreements
  • dispute resolution, grievances and arbitration preparation
  • leadership of the Employee Relations team and effective working relationships with clients and colleagues

The nature of the work requires the Director to bring strong analytical skills, seasoned experience and intuition, and critical thinking skills to the role to make effective decisions, and tact, judgment, and ability to effectively implement those decisions.

Employee/Labour Relations context:

York University currently has 14 different bargaining units representing full-time, part-time and casual workforces totaling approximately 11,000 employees. The position of Director Employee Relations focuses on six bargaining units comprising approximately 3000 operational and support staff. They include the York University Staff Association (YUSA) Unit 1, York University Staff Association (YUSA) Unit 2, Canadian Union of Public Employees (CUPE 1356, CUPE 1356-1, CUPE 1356-2) and the International Union of Operating Engineers (IUOE).

In the University's complex multi-bargaining unit environment, the Director, Employee Relations works collaboratively with the AVPLR and the Director, Faculty Relations to implement a comprehensive labour relations strategy for the University that mitigates institutional risk, aligns with the University's academic plan, and that builds mutually respectful and reciprocal relations with our union partners.

Education:

  • Master's in Industrial Relations (MIR) degree or Law Degree specializing in labour/employment law or equivalent level of education and experience is required.
  • Certificate and/or training in Alternate Dispute Resolution is considered an asset.

Experience:

  • Minimum of 10 years' experience working in a complex multi-union labour relations environment, preferable in a university or the Public Sector.
  • Demonstrated experience and expertise in collective bargaining including in the role of chief negotiator on behalf of the employer.
  • Expertise in facilitating the resolution of complaints and grievances, advocating effectively on behalf of the employer, and in directing legal counsel on arbitration handling and settlement.
  • Experience working with senior management on strategic planning initiatives. Experience providing senior administrators with advice on labour relations and employment related issues.

Knowledge:

  • Strong knowledge of labour relations processes including with respect to grievances and arbitration, collective bargaining, accommodation, and discipline is required. Knowledge of employment legislation required.
  • Knowledge and understanding of current trends and developments in labour relations practices and arbitration decisions, to determine impact on the organizations existing programs and practices, and/or their future development, is required.
  • Knowledge of the University sector preferred.

Skills:

  • Highly developed problem solving, analytical, and negotiation skills to seek resolution of difficult issues and to effectively advocate for the University's interests.
  • Superior oral and written communication skills are required to clearly advocate, to understand what others are communicating, and to respond empathetically and appropriately. Demonstrated experience in the utilization of such skills in high pressure environments, including in challenging meetings and during collective bargaining.
  • In all oral and written communications with union representatives pertaining to both rights and interest disputes, must possess the labour relations skill, experience, and acumen to both strive for effective resolution while advocating for the University's interests in the face of potential litigation, and must be able to coach other members of the team to do the same.
  • Strong commitment to equity and diversity, with proven skills in promoting a respectful and inclusive workplace environment.
  • Effective presentation skills.
  • Excellent analytical and problem-solving skills, along with the creativity required to develop win-win solutions.

Fast paced environment requiring flexibility in hours and days at work. Excessive VDT use, constant interruptions. Active listening is essential. Required to take a leadership role in meetings in which some participants may demonstrate a high level of stress or in which escalated levels of conflict are present. In the role of Chief Negotiator at the bargaining table significant physical and psychological stress will be placed on this individual to respond to and deal appropriately with the pressures and demands from various constituents.

Compensation:

York's CPM Compensation Framework has a salary grid consisting of 6 or 8 steps (depending on job grade) which is reviewed annually with possible adjustments, and a lump sum Performance Based Recognition Award. Employees will receive the grid adjustment and depending on performance, eligible permanent employees may move to the next step of the grid and may receive a lump sum Performance Based Recognition Award.
