THE OPPORTUNITY
The
consultant is expected to start as soon as possible and the
contract length is 2 years

Project Context
Primary Care Digital Enablement (PCDE) seeks to create an integrated, well-coordinated system of team-based primary and community care.

The PCDE portfolio integrates digital tools to help transform the way primary care services are provided to British Columbians, better supporting providers, and improving access and the overall patient experience.

The PCDE portfolio also provides solutions which support patients and providers by streamlining workflows, while adding capacity in the system, increasing continuity of care, and information sharing, reducing administrative burdens to providers, and increasing access to secure patient information.

By embracing a team-oriented ethos, the Data Team Lead will drive efficiency, innovation, and excellence in our data management practices.

Primary responsibilities will include but are not limited to:

  • Understand and evaluate use cases for data capture and relevant Salesforce objects
  • Determine and manage common data elements
  • Ensure data dictionary is kept up to date and is available to stakeholders as required
  • Manage required working groups and artifacts, including ensuring that relevant ISA's are maintained, data flow diagrams for SOAR and STRA are updated
  • Work with data stewards to maintain appropriate flow of information
  • Ongoing development and maintenance of reports used by HCR for operations
  • Develop adhoc queries to answer questions
  • Supervise managed and unmanaged process for reports, validation of reports prior to release including internal QA process, project planning for reports, granting and managing access to report folders
  • Supervise, coordinate and plan for data loads and remediation tasks, which includes understanding the impact across provider/clinic and HCR, and ensuring that relevant stakeholders understand impacts and necessary actions
  • Maintain relationships with business stakeholders
  • Participate in working groups (e.g., policy, security, privacy, etc.) to determine impacts
  • Ensure data in the platform is correct, complete, and appropriately available to programs as required
  • Understand what data integrity means in the context of the platform and the ways in which data quality must be monitored, measured, and managed
  • Create, catalogue, and maintain test data sets required for the program, support dev ops in the deployment of test data to environments, including troubleshooting
  • Design models of data processing that implement the intended business model
  • Develop diagrams representing key data entities and their relationships
  • Generate a list of components needed to build the designed system
  • Communicate clearly, simply, and effectively

Consultant Qualifications

  • Experience with Salesforce is a must
  • Understanding of established data management and reporting technologies, predictive analytics, data visualization, and unstructured data is a must
  • Experience working within BC Health Authorities and/or MoH is an asset
  • A foundation in systems development, with a solid understanding of the system development life cycle, project management approaches and requirements, design, and test techniques
  • Strong criticalthinking, analytical, interpersonal, and problemsolving skills, to recognize and resolve complex issues and devise creative solutions
  • Interpret and translate customers' needs and advise on possible solutions. Assist in the preparation of a highlevel project estimate and project timelines
  • Working knowledge on and experience with agile as well as waterfall project management concepts, practices, and deliverables
  • Ability to communicate effectively with both technical and nontechnical team members and with members of functional teams

Job Types:
Full-time, Fixed term contract

Contract length: 24 months

Salary:
Up to $80.00 per hour
