P3 Asset Manager

Job Purpose:
The P3 Asset Management team is a critical driver of Operational Phase contract oversight best practices, continuous improvement and contract management on the Province's infrastructure assets delivered using the Public-Private Partnerships (P3) model, including courthouses, hospitals, detention centres, police stations, offices, roads, rail, and transit, as well as is a key partner to IO's Project Delivery team in the development and delivery of Ontario's P3 infrastructure.
Our role is to ensure that the Province's P3 assets are designed and delivered with operational impacts fully assessed, understood, and accommodated for and operated optimally and in accordance with service agreements.
What You Will Do:
- Act as the main point of contact to IO's Client Ministries with P3 Assets in the Operational phase.
- Provide operational phase service provider and contract compliance oversight.
- Develop and implement standard contract performance measurements and quality assurance frameworks to effectively monitor, manage, and evaluate facilities managementrelated services.
- Identify, develop, and implement technology in support of contract compliance oversight and asset performance.
- Develop reporting products in support of contract compliance oversight and asset performance.
- Participate in Project development, procurement, and implementation phases as a representative of the P3 AM team to ensure operational impacts are fully considered across the entire Project lifecycle
- Manage complex relationships with industry partners, client representatives, and other stakeholders to ensure each project delivers successfully on value for money and longterm functional use commitments.
Who We're Looking For:
- You will have at least 3 (three) years of complex contract administration or otherwise relevant experience working in a large multidivisional organization with complex and multifaceted real estate portfolios, or a related area of practice.
- It is strongly preferred that you have experience with public sector real estate institutions; P3 experience is preferred but nonessential.
- You will have a university degree in Architecture, Business, Accounting/Finance, Real Estate, Engineering or another relevant discipline.
- Proficiency in data management, business modeling, and analytics, with welldeveloped synthesis skills to understand complex issues and their implications on business activities is strongly preferred.
- You will have knowledge of asset and facility management principals, building systems, and occupant/user services issues on large commercial, institutional and/or industrial real estate.
- You will have expertise in establishing partnerships and working collaboratively, solid negotiation skills to reach consensus and effectively manage clients, internal stakeholders, and external contractors.
- You will have expertise in business communication and presentation skills (written and oral) for effective internal and external stakeholder and client management.
- The ability to develop clear, concise, and salient written products is a must.
- Excellent research skills including the ability to gather pertinent information from a variety of sources and assemble appropriate evidence to support recommendations is a must.
- You will have excellent organization and project management skills with proven ability to manage multiple projects and priorities in a fastpaced environment are essential.
The salary range for this position is
$94,000 to $141,000 with a corresponding job level of P5.
Employment in the Real Estate Division is conditional upon obtaining security clearance through the Program & Policy Enablement Branch, Supply Chain Ontario of the Ministry of Government and Consumer Services.
