Job Description:

POSITION PURPOSE
This position is responsible for managing, planning, and identifying opportunities for integrating branch programs. Manages the development, implementation, and administration of the York Region Processing Centre for automated enforcement charges. Develops programs, key performance indicators, practices, policies, and procedures to meet regulatory and infrastructure requirements. Develops environment protection partnerships with internal stakeholders. Oversees, manages, and provides support in the preparation of procurement for contracts and request for proposals. Also responsible for the oversight and maintenance of assets within the Regional road network and operations facilities.

MAJOR RESPONSIBILITIES

  • Monitors and evaluates service delivery and develops effective and innovative program delivery methodologies to meet mandates, legislation and Branch and Regional program service requirements.
  • Manages the evaluation of policies, plans and project alternatives recommends improvements.
  • Assists in the overall direction of setting goals, objectives, developing policies and procedures for planning and formulation of strategic service improvements initiatives.
  • Analyzes technology, market trends, reviews external government requirements and regulations to determine potential impact to the Region.
  • Oversees the management of the procurement processes and contract requirements for branch initiatives as required.
  • Oversees implementation of the pavement marking program including external and internal staff, vehicles, equipment, and materials.
  • Oversees and prepares long term strategy and facility master plans for the branch.
  • Oversees and manages the development and implementation of York Region Processing Centre for Automated Enforcement Charges; develops and coordinates the implementation of a productivity monitoring program.
  • Liaises with and proactively develops relationships with partners to facilitate the delivery of services.
  • Liaises with the province for compliance requirements related to the processing of automated enforcement charges.
  • Assists the Director in preparing, recommending, monitoring, and controlling the Branch budget; prepares the business unit annual budget, special project budgets, and work plans.
  • Continually monitors expenditures to ensure compliance to budget and the effective and efficient use of resources.
  • Represents the Branch or Department in negotiations with consultants, contractors, external agencies/groups, local municipalities, etc.
  • Manages staff, including recruitment, selection, hiring, scheduling, assigning work, determining training and development needs, coaching, and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies, and practices.
  • Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health & Safety Act and Regulations and Regional policies.
  • Promotes the code of conduct, Regional values and HR policies with all staff of the section.
  • Performs other duties as assigned to meet Departmental goals and program/service objectives.

QUALIFICATIONS

  • Successful completion of a University Degree in Environmental or Civil Engineering, or related field or approved equivalent combination of education and experience.
  • Minimum five (5) years demonstrated management experience in planning, municipal infrastructure, procurement, project management and experience in managing improvement initiatives, including demonstrated minimum of two (2) years of direct supervisory experience.
  • Demonstrated knowledge of relevant Legislation, Standards, Acts and Regulations.
  • Demonstrated ability in the Region's leadership and corporate core competencies.
  • Supervisory and human resource management skills, knowledge of collective agreement administration and interpretation, labour relations principles and practices and relevant employment legislation.
  • Excellent interpersonal skills and ability to connect with a range of internal and external partners while focusing on fostering collaborative work relationships.
  • Strong communication, influencing and presentation skills with a strong customer focus.
  • Demonstrated political acumen and ability to negotiate, mediate, facilitate, and present information to a varied audience.
  • Strong report writing, research, analytical and project management skills to meet program objectives and work to tight deadlines.
  • Ability to work independently and with teams and with ability to manage competing priorities.
  • Valid Ontario Class "G" driver's license free of serious offences under the Highway Traffic Act.
  • Ability to work outside regular hours, as required.
