**Job Description**:
**POSITION PURPOSE**

This position is responsible for overseeing infrastructure within the Regional road allowance and permits for road and sign related activities. Identifies incidents and reduces traffic flow interruptions by engaging internal and/or external resources/contracted services. Provides customer service to Regional partners. Research policies and procedures related to traffic management and emergency preparedness. Collects and analyzes traffic data to support proposals, plans and reports. Coordinates and facilitates incident investigations. Represents the Region on task groups and committees to address road allowance, road incident issues and initiatives for safe utility installation and efficient traffic flow. Provides operational oversight for the Road and Traffic Operations Centre (RTOC). Monitors the Region’s traffic control system for faults and ensures the response for repairs. Oversees communications equipment and monitoring of alarm and status equipment in support of Department and Regional operations, manages Ontario One Call requests to ensure infrastructure locates are co-ordinated and completed within compliance timelines.

**MAJOR RESPONSIBILITIES**
- Manages analysis, assessment and development of applicable traffic regulations and traffic engineering operational plans in compliance with Provincial regulations and Regional standards.
- Manages utility relocation needs associated with Regional capital projects including the development and maintenance processes to facilitate timely utility relocations for capital projects.
- Manages Ontario One Call locate requests for Regional infrastructure to help mitigate infrastructure damages in the regional road allowance.
- Manages the approval, issuance, and interpretation of utility drawings for Municipal consent and permits.
- Oversees and assists in negotiating and interpretation of Municipal Access Agreements, Franchise Agreements, and other legal agreements pertaining to location, installation, construction, and reconstruction of other owner’s physical/utility plant within Regional road allowance.
- Monitors traffic flow to minimize delays and improve traffic efficiency.
- Manages and provides operational oversight for the Roads and Traffic Operations Centre.
- Manages monitoring and reporting on operations and disruptions for the Regional road network.
- Manages a Regional road system to address road incidents by engaging internal and/or external resources/contracted services.
- Leads in developing Traffic Management response plans for both planned and unplanned events.
- Manages investigation and preparation of recommendation on transportation incident related issues.
- Prepares strategic plans, with recommendations for senior management, for Corridor Control and Road System program that includes current and future needs.
- Provides technical expertise and recommendations on traffic management including lane and road closures in the review of traffic engineering components of capital projects and development proposals and operating programs.
- Oversees Road Occupancy Permits, encroachment agreements, sign permit programs and special events for internal and external clients and agreements with utility companies.

**QUALIFICATIONS**
- Successful completion of a University Degree in Transportation or Civil Engineering or Civil Engineering or related field or approved equivalent combination of education and experience.
- Minimum five (5) years demonstrated experience in traffic management, traffic safety and operations, including demonstrated minimum of two (2) years of direct supervisory experience.
- Solid understanding of transportation and engineering disciplines in road design and traffic flow.
- Strong knowledge of traffic engineering and safety policies, legislation related to traffic engineering and regulatory control and traffic regulations approval process.
- Demonstrated knowledge of the Ontario Traffic Manual and knowledge of the Ontario Roadside Safety Manual, Provincial Offences Act, Highway Traffic Act, and other applicable regulated and legislated guidelines.
- Demonstrated leadership ability to coordinate, plan, implement and evaluate programs for customer service.
- Demonstrated ability in the Region’s leadership and corporate core competencies.
- Supervisory and human resource management skills, knowledge of collective agreement administration and interpretation, labour relations principles and practices and relevant employment legislation.
- Excellent interpersonal and communication skills and the ability to connect with a range of internal and external partners while focusing on fostering collaborative work relationships.
- Valid Ontario Class “G” driver’s license free of serious offences under the Highway Traffic Act.
- Ability to work outside regular hours, as required.
