Job Description:
***:Under the general supervision of the Manager and as a member of the Infrastructure, Development & Operations Department Management Team, the Supervisor is responsible for ensuring the efficient and effective operation and delivery of services by the Planning & Policy Development Unit and the Committee of Adjustment within the Planning Services Section. In addition, the Supervisor participates in the supervision of the Mapping Unit staff in accordance with the direction set by the Manager - Planning Services.
DEPARTMENTAL RESPONSIBILITIES:
- Participates as a member of the Infrastructure, Development & Operations Department Management Team by providing input into Department operational reviews, human resource management, budget issues, and technical matters. Also participates by providing input into the identification and development of Section policies, strategic initiatives, projects and priorities.
SECTIONAL RESPONSIBILITIES:
- Supervises the daytoday operation of the Planning Services Section and participates in the supervision of the Mapping Unit in accordance with the direction set by the Manager.
- Maintains thorough knowledge of legislation, regulations and bylaws governing land use planning.
- Supervises all land use planning activities of the Planning Services Section including but not limited to land use planning policy development, updating and processing amendments to the Official Plan and Zoning Bylaw, processing Subdivision/Condominium Applications, Site Plan Control Agreements, Development Agreements and various Notification Agreements, and providing general customer service.
- Participates with the Manager in planning and implementing short and long range goals and objectives, projects, and work priorities.
- Participates in the assessment of Planning & Policy Development and Mapping Unit staffing requirements; making recommendations for amendments to complement and organizational structure, recruitment processes, and effective hiring decisions.
- Supervises Planning & Policy Development Unit staff in the areas of staff development, performance management/review, coaching/mentoring, health and safety, collective agreement administration, and discipline and termination decisions.
- Administers and participates in the development and maintenance of Planning & Policy Development Unit policies and procedures consistent with Corporate and Divisional objectives.
- Prepares information, reports, letters and memoranda to the Manager, Director, General Manager, City Manager, Mayor and members of Council; attends Council/Committee meetings, public hearings, community and other public meetings as required; makes presentations and provides recommendations on matters pertaining to the Section.
- Participates with the Manager in the development of the annual operating budget for the Section; participates in the preparation of the capital budget; participates in budget administration and control.
- Participates on committees and crossfunctional teams as appropriate.
- Liaises with and responds to inquiries from internal divisions/departments, other municipalities and levels of government/agencies, builders, the development community

- Acts for and/or represents the Manager
- Planning Services as required.
- Performs such other related duties as may be assigned.
QUALIFICATIONS:
Education/Experience:
- Degree in planning, geography, or a related discipline, together with 5 years of land use planning experience; or
- Diploma in planning, geography, or a related discipline, together with 7 years of work related experience
- Three years' experience in a supervisory capacity
- Demonstrated knowledge of the various components of human resource management
- Knowledge of and ability to interpret applicable municipal bylaws, provincial legislation and related regulations; specifically the _Planning Act_ and the Provincial Policy Statement
