Community Emergency Management Coordinator

- Please Note: This position is not with the County of Lambton, it is with our Community Partners, the Township of Warwick and Town of Plympton-Wyoming.
The Community Emergency Management Coordinator (CEMC) is responsible for the development, implementation, maintenance, and evaluation of the Township/Town's Emergency Management Program.
The Emergency Management Program includes provincially mandated risk-based principles of mitigation, prevention, preparedness, response, and recovery.
This casual contract position is shared between the Town of Plympton-Wyoming and the Township of Warwick, working approximately an average of 10-15 hours per week depending on timing of annual expectations and deliverables.
Responsibilities:
- The Emergency Management Coordinator is the Township/Town's designated Community Emergency Management Coordinator (CEMC) under the Emergency Management and Civil Protection Act and may also be appointed as a CEMC for another municipality.
- Develop the Township/Town's Emergency Management Program and ensure that the Town meets the mandatory requirements ofthe Emergency Management and Civil Protection Act and its regulations.
- Establish program priorities based on risk assessment of identifiedhazards.
- Develop and implement a public education program based on locally identified hazards.
- Liaise with municipal, community and industry groups regarding matters involving local emergency preparedness and response.
- Ensure that the Township/Town's emergency plan receives an annual review and regular updates.
- Organize the Township/Town's Emergency Operations Centre and its alternate locations.
- Identify critical infrastructure (both hard and soft services e.g. roads, bridges, water treatment facilities, etc.; social services, community services etc.) and develop strategies to both protect these assets and respond to a loss of these assets.
- Prepare reports on emergency management issues for Township/Town Council.
- Ensure that the Township/Town's Emergency Control Group and Emergency Management Program Committee are properly appointed and informed.
- Develop implementation strategies to disseminate emergency preparedness information and messages to the public utilizing various means of communication.
- Maintain and update the Township/Town's webpage with regards to Emergency Management.
Community, Municipal Liaison/Advisor:
- Liaise with emergency planning partners such as the County of Lambton Emergency Management Staff, Lambton Emergency Medical Services, Lambton Public Health, local police and fire services, municipal and industrial emergency managers and U.S. officials.
- Liaise with the Office of the Fire Marshal and Emergency Management Ontario and its area staff.
- Provide activity reports and recommendations to Township/Town Council and its committees on matters relating to emergency management and preparedness. Make presentations to Council, its committees, and Managers.
- Advise staff from various departments regarding the Township/Town's role in emergency management and assist in the development of departmental emergencyprotocols.
Financial:
- Prepare Request for Tenders and Request for Quotations as may be required. Budget for, select and purchase all equipment and materials required by the Township/Town for its Emergency Management Program. Provide the information required to set the annual budget for the Emergency Management Program.
Health & Safety:
- Ensure that protocols are in place and enacted to notify staff and stakeholders of potential or actual emergency incidents (e.g. severe weather, chemical release, transportation incident, etc.).
- Send emergency notifications to the public and Township/Town facilities during declared emergencies.
- In the event of an emergency, incumbent will be required to be oncall on a 24 hour basis.
General:
- Incumbents must keep uptodate on all relevant legislation, Policies and Procedures, etc. ensuring that these are implemented as prescribed.
- Incumbents must possess the physical ability to meet the duties and responsibilities of the job description and/or the requirements identified within the position's Physical Demands Analysis.
- Incumbents shall attend regular Emergency Management Meetings throughout the County as required.
Functional Authority:
- Provides direction, consultative services and advice to the corporations on technical issues and services related to emergency management.
